Fake’ polls data: CPJ for immediate release of Khulna journo

The Committee to Protect Journalists has called on Bangladeshi authorities to immediately release Hedayet Hossain Mollah, who was arrested in Khulna in relation to his election coverage.
A court yesterday ordered Molla to be held for three days pending investigation into an accusation that he violated the Digital Security Act and reported "false information" about the number of votes cast from Khulna during general elections on December 30, CPJ said quoting media reports.
Molla works for the Dhaka Tribune, Bangla Tribune and Probaho, but reports did not specify to which outlet the accusation is related, the independent press freedom advocacy organisation mentioned in a report yesterday.
A second journalist, Rashidul Islam, from the daily Manab Zamin, was named in the police report on the same charge, but has not been arrested, according to the reports.
"Arresting a journalist for reporting on alleged election irregularities and raising legitimate questions is a disappointing way for Prime Minister Sheikh Hasina and the Awami League party to respond to their re-election," said CPJ Asia Program Coordinator Steven Butler, in Washington, DC.
"The government should reaffirm its commitment to democratic values and refrain from abusing the Digital Security Act to attack press freedom."
Several journalists covering the election were attacked and denied entry to polling centers, the organisation said citing news reports.
WHAT ARE THE CHARGES AGAINST THE TWO JOURNALISTS?
Molla and Islam both reported on initial elections results that indicated the number of votes cast in a certain constituency was higher than the number of voters, the reports quoted The Daily Star as saying.
An elections officer later asserted that this had been a mistake, but the reporters had already published their stories, according to the daily.
CPJ could not immediately determine if they published a correction, the report said.
The police report said that their articles were "false information that was made intentionally to make the election result seem questionable and controversial," according to Reuters. CPJ's phone call today to Batiaghata police station, where the case was filed, went unanswered.
WHAT DID THE REPORT SAY ABOUT DIGITIAL ACT?
According to CPJ, the Digital Security Act under which Molla and Islam face charges was enacted in September despite concerns that it would create extensive legal dangers for journalists performing their duties.
The act replaces Bangladesh's Information and Communication Technology (ICT) Act, it said.
Authorities used that act to harass the press, including photographer Shahidul Alam, according to CPJ research.
No contact information was listed for the Awami League on the party's website. CPJ attempted to contact the government press secretary but the phone number listed on the website did not work, the report said.

AL leader among 2 held over Noakhali ‘gang-rape’

Detectives in separate drives arrested two people including a local Awami League leader from Shenbagh and Sadar upazilas of Noakhali early today over in connection with the alleged gang rape of a woman after Sunday's election.
The arrestees are Ruhul Amin, former chairman of Charjubli union parishad and also Awami League organising secretary of local union unit, and Ibrahim Khalil Bechu, our local correspondent reports quoting Nizam Uddin, officer-in-charge of Char Jabbar Police Station.
With this, five people have so far been arrested in connection with the incident.
Earlier, police arrested BadshaAlam from Charbajuli on Tuesday while prime accused Sohel from Cumilla district and MdSwapan from Ramgatiupazila yesterday.
WHAT HAPPENED ON THAT DAY?
According to the victim's husband, a group of hoodlums stormed their house in the early hours of Monday and tied up all the family members except his wife.
They took the woman outside the house at gunpoint where they violated her in turns, the victim's husband claimed.
After the rape, they also threatened the victim not to disclose the matter to anyone, saying they would kill her if otherwise, he said.
With the help of neighbours, the victim was taken to hospital on Monday noon and a case was filed against nine people over the incident.
WHAT DID THE VICTIM SAY ABOUT THE INCIDENT?
According to the victim, the former union parishad member allegedly ordered his men to rape her for voting for “sheaf of paddy”.
However, the list of the accused did not include his name.

Janata sinks into colossal losses

Janata Bank logged in losses of Tk 3,132 crore in the first nine months of 2018, a stunning reversal in fortune for the state-owned bank as loan irregularities finally take a toll.
The bank was Tk 268 crore in profit at the end of December last year.
At the beginning of the year, Bangladesh Bank unearthed two big loan scams of AnonTex and Crescent involving a total of Tk 8,300 crore.
Both the large clients turned defaulters in June, sinking the bank into losses to the tune of Tk 1,589 crore -- for the first time in five years.
The losses continued to pile up, leading to capital shortfall of Tk 3,923 crore in September. In contrast, at the end of December the bank was in capital surplus of Tk 26 crore.
“The spike in default loans accounts for the huge losses,” said a senior executive of Janata, adding that the bank has to maintain huge provisioning from its profit against the default loans.
As a result, the bank has no provisioning shortfall but losses, he added.
Janata maintained provisioning of Tk 5,840 crore as of September, the highest among the four state-owned commercial banks.
Between the months of January and September, Janata's default loan ratio soared to 31.31 percent, in contrast to 18.22 percent at the end of last year, according to data from the central bank.
As of September, Janata's total outstanding loans stood at Tk 14,376 crore, the highest among the state banks.
Bangladesh Bank found that the bank lent to 31 business groups violating the single borrower exposure limit. Janata's single borrower exposure limit is 15 percent of its capital.
Of the 31 groups, 11 turned defaulters.
Janata is the only state-owned commercial bank out of four to have registered losses this year. Sonali made the highest profit of Tk 873 crore, followed by Agrani at Tk 36 crore and Rupali at Tk 16 crore.

Western powers denounce polls day violence

Strongly denouncing the election-day violence in Bangladesh, Western powers have said there are “credible” reports that polls irregularities marred the voting on December 30.
Diplomatic sources said the strongly-worded statements from the USA, the UK, and the European Union was indicative that they might mount pressure on the Bangladesh authorities for transparent examinations into the alleged irregularities, violent incidents, intimidation and harassment that created obstacles for the opposition candidates to campaign freely.
The UN also echoed the concerns, saying that it was aware of violent incidents and reports of irregularities in the Bangladesh general elections.
“We encourage the parties to address electoral complaints in a peaceful manner and through legal means,” the spokesperson for the UN secretary-general said in a statement on Monday.
Meanwhile, US Ambassador to Bangladesh Earl Miller and UN Resident Coordinator Mia Seppo separately met with Foreign Secretary Md Shahidul Haque yesterday and discussed issues raised in the US and UN statements on the Bangladesh polls.
According to diplomatic sources, the US ambassador at the meeting mentioned about a resolution adopted unanimously by the US House of Representatives on December 12.
The resolution (H. Res. 1169) titled “Reaffirming the commitment of the United States to promote free, fair, transparent and credible elections in Bangladesh” had called on the Bangladesh government to respect the freedom of speech and of the press and to heed the Bangladesh Election Commission's request to ensure security for minorities and maintain communal harmony for a peaceful election.
It had also urged the Bangladesh political leaders and judicial authorities to respect the will of voters and ensure that all Bangladeshis would be able to participate freely in the elections, and that the polls would be impartial and inclusive.
Conveying the message of their respective authorities to the foreign secretary, the US and UN envoys said Bangladesh should ensure addressing the claims and allegations of irregularities, said diplomatic sources.
Issues of cooperation and future engagement between Bangladesh and the US and the UN also came up for discussion at the meetings.
Meanwhile, Canada in a statement yesterday said it was disappointed by credible claims of irregularities exhibited during the campaign.
“While welcoming the increased participation of opposition parties in this election, Canada remains disappointed by credible claims of irregularities exhibited during the campaign and calls on the relevant authorities to work transparently with all parties to address these claims,” said Global Affairs Canada.
It called upon all concerned to proceed in a peaceful and lawful manner and to ensure that the rights to freedom of expression and assembly are protected in the transition period leading up to the installation of a new government.
Earlier on Tuesday, Mark Field, British minister of state for Asia and the Pacific at the Foreign and Commonwealth Office, in a statement said, “I am aware of credible accounts of obstacles, including arrests, that constrained or prevented campaigning by opposition parties, and of irregularities in the conduct of elections on polling day that prevented some people from voting.
He called for a full, credible and transparent resolution of all complaints related to the conduct of the elections.
“I deplore the acts of intimidation and unlawful violence that have taken place during the campaign period, and am deeply concerned by the incidents that led to so many deaths on the polling day. My thoughts are with the families and friends of those who have lost loved ones,” he added.
Free, fair, peaceful, and participatory elections were essential to any functioning democracy, said the British minister of state.
“It is vital for the government and all political parties to now work together to address differences and find a way forward in line with the interests of the people of Bangladesh.”
He said the UK would continue to support the people of Bangladesh in their aspirations for a more stable, prosperous, and democratic future.
In another statement on Tuesday, EU Spokesperson for Foreign Affairs and Security Policy Maja Kocijancic said, “Violence has marred the election day, and significant obstacles to a level playing field remained in place throughout the process and have tainted the electoral campaign and the vote.”
He said the relevant authorities should now ensure a proper examination of allegations of irregularities and commit to full transparency in their resolution.
The USA in a press statement said, “We note with concern credible reports of harassment, intimidation, and violence in the pre-election period that made it difficult for many opposition candidates and their supporters to meet, hold rallies, and campaign freely,”
“We are also concerned that election-day irregularities prevented some people from voting, which undermined faith in the electoral process,” Robert Palladino, deputy spokesperson at the US state department said on Tuesday.

Ballot paper book found in paddy field

Police recovered a book of ballot papers sealed with 'sheaf of paddy' symbol from inside a pipe of an irrigation tube-well in a paddy field near a polling centre at Brahmanbaria-2 constituency.

Ashuganj Police Station Officer-in-Charge (OC) Badrul Alam Talukder confirmed the matter to this correspondent.

The OC, quoting eyewitnesses, said locals saw the ballot paper book around 100 metres from Khoriala Government Primary School centre of Ashuganj upazila on Monday noon. The upazila nirbahi officer informed the police who rushed to the spot and recovered the book in the afternoon.

The book contained 100 pages (0269201 to 0269300), of which 28 pages (0269246 to 0269273) were marked with 'sheaf of paddy' symbol.

The front page of the book had “Jatiya Sangsad Nirbachan 244 Brahmanbaria-2, book no 2693” written on it.

The book was handed over to Ashuganj Assistant Commissioner (Land). The next step in this regard will be taken by the higher authorities, the OC added.

Jashim Uddin, an agent of 'rose' symbol, said voting in the polling centre was continuing peacefully but supporters of 'paddy sheaf' tried to snatch the ballot papers around 11:30am and the situation turned violent. Police opened fire to bring the situation under control. As a result, voting was stopped for the time being.

Later, counting was completed without the missing ballot book. In the counting, 'sheaf of paddy' got 663 votes, 'bunch of banana' 413 votes and 'lion' 72 votes. The total number of votes in this centre is 2403.

Brahmanbaria Deputy Commissioner Hayat-Ud-Dowllah Khan, also the returning officer, said particulars of the missing ballot book are being collected and necessary steps will be taken. The total result of the constituency has not been announced as polling was suspended in three more centres of the upazila. The result will be announced after re-election in those centres.

Former state minister Abdus Sattar Bhuiyan was BNP nominated candidate in this constituency. Awami League (AL) had no candidate there. Though AL gave the seat to Jatiya Party, Rezaul Islam Bhuiyan with 'plough' symbol withdrew in favour of his father in-law Ziaul Haque Mridha, who was deprived of JP nomination and contested as independent candidate with 'lion' symbol.

The contest took place between BNP's Sattar and independent candidate Moin Uddin Moin with 'bunch of banana' symbol.
