Retail power price goes up by 5.3pc from Dec 1

The Bangladesh Energy Regulatory Commission last Thursday increased retail power price by 5.3 per cent but did increase the bulk-level price despite the Power Development Board’s proposal for increasing 14.18 per cent.

With the latest increase, retail subscribers would have to pay Tk 0.35 more per unit or KW—HR. BERC chairman Monwar Islam announced the decision saying that the new tariff will come into effect from December.

The regulatory body announced its decision at 3:00pm on power tariff hike proposals placed by different state-owned companies.

Earlier, the BERC held a series of public hearings on the power price hike proposals between September 25 and October 4.

The state-run Power Development Board sought 14.78 per cent hike in price of bulk electricity while the power distribution utilities demanded up to 22 per cent in price of retail electricity.

The distribution utilities also requested the BERC to adjust the bulk tariff if it raised the price.

2 YEARS OF RESERVE HEIST - Not a penny recovered in last 12 months

Bangladesh Bank could not bring back a single penny from Philippines in the last 12 months as the incident of country’s reserve theft enters into the third year today (Monday).

The central bank, since the unprecedented reserve heist by suspected hackers in February 5, 2015, was able to return only $14.55 million from Manila in November 2016. 

Since then there has been no success in bringing back the remaining $66.45 million which made the experts suspicious about the reserve recovery efforts by a taskforce, led by financial institutions division secretary, and frequent visits by BB and other government officials in Manila.

Moreover, a probe report on reserve theft, submitted by former BB governor Mohammad Farashuddin in May 2016, has not been made public yet by finance minister AMA Muhith despite repeated commitments during the past one and a half years.

Talking to New Age on Saturday, BB deputy governor Abu Hena Mohd Razee Hassan, however, claimed that reserve recovery efforts were on the right track. 

Noting that stolen money recovery process was lengthy and time consuming, he said initiatives on the basis of mutual understanding and legal ways were continuing.

A team comprising police and BB officials was now in Manila as part of the efforts to recover $8.2 million while the BB was awaiting settlement of legal process launched by the anti-money laundering unit of Philippines at the request of the BB, he said.

A senior finance ministry official said the taskforce constituted in April 2016 for recovering of the reserve fund met last time in August 2017. But, he said, there was little progress as regards the taskforce’s recommendations that include taking assistance from China and filing cases against Rizal Commercial Banking Corporation and the Federal Reserve Bank of New York.

Financial Institutions Division secretary Eunusur Rahman, who heads the taskforce, said scope of filing cases by the attorney general against Rizal Commercial Banking Corporation, main accused of the reserve heist, would remain valid until February 2019.

He said he would convene a meeting shortly to review the recommendations they made during the previous meeting to expedite the money recovery process. 

Experts noted that the government agencies failed to keep pressure on Philippines for returning the stolen fund as the initiatives were marked by ‘lack of coordination’ and ‘weakness’.

Former BB governor Saheluddin Ahmed said that not making the probe report public exposed serious weakness of the government.

Transparency International Bangladesh Executive director Iftrekharuzzaman noted that fund recovery efforts faced serious setback after Manila urged Dhaka to share the probe report on the BB reserve theft during a visit by a delegation, led by law minister Anisul Haq, in Philippines in December, 2016.

The government officials in Dhaka refused to share the findings of the probe report with Manila saying that it was an internal report. 
Besides, the BB also expressed reservation in making the report public.

BNP 'upbeat' after chief's call for unity

Plans 'peaceful protest' if Khaleda convicted on February 8

Saturday's national executive committee meeting was a big morale boost for the BNP as it helped remove confusions and divisions within the party, say its senior leaders.

At the meeting, BNP Chairperson Khaleda Zia called upon leaders and activists to remain united ahead of the next parliamentary elections. In response, fellow party men expressed absolute loyalty to her and said they would not participate in polls without her.

“We are happy and the executive committee members are also upbeat after the meeting. Madam [Khaleda] at the meeting said there is no room for any reckless decision and all have to remain united in the coming days,” BNP Secretary General Mirza Fakhrul Islam Alamgir told The Daily Star yesterday (Wednesday).

At the same time, he said executive committee members shared views on whether the party should participate in the election. They also vowed to wage a movement if Khaleda is convicted in the Zia Orphanage Trust graft case.

A special court has fixed February 8 for delivering the verdict in the case. If Khaleda is sentenced to more than a year in jail, she will be disqualified from contesting the next parliamentary elections, likely to be held in December.

BNP leaders had fear that the government might try to split the BNP and the 20-party alliance if Khaleda is convicted, party insiders said earlier.

“The government has been trying to split the party for the last 10 years but failed. It will not succeed this time as well,” Amir Khasru Mahmud Chowdhury, party's standing committee member, told this correspondent.

Ruhul Quddus Talukdar Dulu, organising secretary of the party, said, “In a big political party, there might be some grievances over posts and positions. But yesterday's [Saturday's] meeting brought us all together.”

Helaluzzaman Talukdar Lalu, an executive committee member, said, “Madam [Khaleda] told us that she has nothing to lose as she lost her husband, her one son and her house. So, she is not afraid of anything. We told her that we also have nothing to lose.”

Nazrul Islam Manju, another organising secretary, said, “We, all the central leaders, will take to the streets if Khaleda Zia is convicted. We will stage hunger strike and if required we will go to jail.”

KHALEDA GOING TO SYLHET
The BNP chief will go to Sylhet today (Monday) and offer Fateha at the shrine of Hazrat Shahjalal (RA). The tour is also part of her political campaign, according to party sources. Last night, Khaleda sat with the party's standing committee members at the BNP chief's Gulshan office to chalk out its future course of action.

Standing committee members were happy with the outcome of the national executive committee meeting. The committee decided on a large gathering of activists and leaders in Dhaka on February 8. It decided to go for “peaceful protest” programmes if Khaleda was convicted and that the BNP would not call programmes like hartals and blockades.

A number of standing committee members said Khaleda could hold a press conference on February 7 to explain the political situation in the country. However, she would decide on it after returning from Sylhet.

'Why police so ruthless to us?'

Rape victim asks; alleging her brother was sent to jail as the family refused to withdraw case

The investigation officer of a rape case claimed to have found the involvement of the victim's brother more than a year and a half after the incident and the court based on that sent him to jail on January 29.

This happened, according to the victim, because her family refused to withdraw the rape case filed against their neighbour Paritosh Chandra Devsharma. Paritosh, 26, had been arrested after the case was filed with Dinajpur court on May 12, 2016, and sent to Dinajpur jail. 

The 18-year-old rape victim went public on Saturday. At a press conference, she said, “We still don't know why police have been so ruthless towards us instead of being sympathetic.”

Police had been mounting pressure on her family members to make an out-of-court settlement. On January 28, they were asked to go to Bochaganj Police Station and persuaded to withdraw the case, the victim said.

But when the family refused to do so, investigation officer Abu Taleb asked Prodip Chandra Devsharma, the girl's brother, to stay back at the police station and asked other family members to go home, she added.

“The next day, we heard that my brother had been sent to jail for raping me,” the girl who studied up to class-V said in tears.

“Police brought such heinous charges against my own brother to humiliate my family socially.”

The victim's neighbour Paritosh of Phulbari under Biral upazila raped her on December 2, 2016, when she was home alone at Basudevpur under Bochaganj in Dinajpur.  Her parents tried to arrange village arbitration for action against the rapist but to no avail, the victim said.

The family then went to Bochaganj police to file a case, but police turned them away. Later, the girl filed the rape case against Paritosh with a court.

Because of the rape, the victim had become pregnant, her family members said.

As Paritosh claimed that he was not the father of the child, IO Abu Taleb, a sub-inspector, sought the court's permission for a DNA test.

The IO took the victim and her new-born baby to Dhaka on September 25 last year in a rental microbus and went back the next day. 

The baby girl died a week later and the victim blamed the long journey for the death.  Police had sent the body of the infant to Dinajpur Medical College Hospital for autopsy.

Officer-in-Charge Abdur Rouf said police had arrested the brother on getting information about his involvement, but did not disclose the source. 

“Is it imaginable that my own brother raped me and made me pregnant?” the victim said at the press conference.

“The actions of the police officer are part of a conspiracy. He must be punished for the offense,” she said.

The investigation officer has continuously been threatening her family with arrest of other members and further harassment, she added. “Please help me get out of this,” she pleaded.

IO Abu Taleb over the phone said the investigation of the case was still on. He refused to speak any further. Police had received the DNA test report, but the IO refused to talk about the report.

Police arrest 27 BNP activists in 3 districts


Police so far arrested 200 people for the attack on police and the vandalism of a prison van in the Supreme Court area on January 30, said DMP Commissioner Asaduzzaman Mia yesterday (Sunday).

“The attackers swooped on police in 'filmy style'. We are arresting the attackers after identifying them in footage run by the media,” said the commissioner in reply to a query regarding the number of arrests.

The DMP boss made the comments while inspecting the security arrangement at Amar Ekushey Bio Mela ground at Suhrawardy Udyan, reports our staff correspondent.

On January 30, a group of BNP men attacked a prison van and snatched two of their fellows from it in the Supreme Court area. The attackers also broke two rifles of policemen guarding the van.

It happened when the motorcade of BNP Chairperson Khaleda Zia was crossing the area.

Three cases have been filed with Ramna and Shahbagh police stations for assaulting police and vandalism of the prison van. Top BNP leaders accused in the cases include Ruhul Kabir Rizvi, Shawkat Mahmud, Asaduzzaman Ripon, Zainul Abedin Faruk, Mahbub Uddin Khokon, Habib-un-Nabi Khan Sohel and Shyama Obayed. 

The BNP supporters attacked police to create an unstable situation in the country and they were arresting the people involved, said the DMP boss. Meanwhile, police have arrested 28 BNP leaders and activists, including a municipality mayor, in Narayanganj, Sylhet and Jessore.

Those held in Narayanganj were shown arrested in various old cases filed in connection with “sabotage attempts”, reports our Narayanganj correspondent.

Sarafatullah, inspector of Special Branch of Narayanganj police, said 19 people had been arrested in old cases. One was held at Siddhirganj, 10 at Sonargaon, six at Rupganj and two at Bandar Police Station.

Majharul Islam, inspector of Detective Branch of police in Narayanganj, said BNP leader and Mayor of Kanchan municipality Abul Bashar Badshah was also arrested late Saturday night.

Abdus Sattar, officer-in-charge of Siddhirganj Police Station, said Babul Prodan, president of Siddhirganj ward-9 BNP, was arrested the same night.

Shafiqul Islam, a sub-inspector of Narayanganj Sadar Model Police Station, said Masukul Islam Rajib, organising secretary of district BNP, was arrested at his Mission Para home yesterday afternoon.

Meanwhile, police foiled a procession brought out by Chhatra Dal in Golapganj municipality area of Sylhet yesterday and arrested five men from the spot, reports our correspondent in Sylhet.

The procession was brought out to welcome BNP Chairperson Khaleda Zia's Sylhet visit today.

The arrestees are: Sufian Ahmed Khan, joint organising secretary of the municipality unit BNP, Chhatra Dal activists Jahangir Ahmed, Rayhan Ahmed, Foyez Ahmed and Kamal Ahmed.

Jubel Ahmed, a leader of JCD Golapganj municipality unit, said police foiled the procession charging truncheons. Witnesses said the JCD activists also attacked police with brick chunks.

In Jessore, police arrested Jhenidah unit BNP organising Secretary MA Mazid last night while he was on his way to Dhaka.

Mazid, also the upazila chairman of Harinakundo in Jhenidah, was arrested at Jessore airport. He was accused of being involved in “subversive activities”, Azmal Huda, officer-in-charge of Jessore Kotwali Police Station, told our Jhenidah correspondent.

Govt too responsible for Sonali Bank’s rising defaulted loans: Muhith


Finance minister AMA Muhith on Saturday said that the government was also responsible for the rising defaulted loans in state-run Sonali Bank. ‘The amount of classified loans in Sonali Bank is high. We, the government, are partly responsible and KYC (know-your-client procedure of the bank) is partly responsible for the classified loans,’ said Muhith while addressing the Annual Meeting-2018 of Sonali Bank in Dhaka.

Pointing to the government pressure for approving loans, Muhith said, ‘We [government] are responsible [for the classified loans] as we mount pressure on six state-run banks. As the largest bank, Sonali Bank faces the highest pressure followed by Janata Bank.’ He said that the government was trying to reduce the pressure on Sonali Bank, which has been mired in scams including the Tk 4,000-crore Hallmark loan scams, in recent times.

The conference was told that around 33 per cent, or Tk 13,798 crore, of total disbursed loans of Tk 42,276 crore of Sonali Bank has become defaulted. In last one year the defaulted loans in the bank rose by around 26 per cent from a year ago.
‘We have decided that whenever you [bank] will recommend that any project is unfit after analysing it, we will try not to put pressure on you [for loan disbursement against the project],’ Muhith said. Muhith advised that the bank to strengthen its know-your-client procedure and to analyse any projects, for which loans are sought, properly.

Muhith expressed his dissatisfaction over the weaknesses of the banking sector saying that ‘I am not at all happy about it and I often admit that the banking sector has weaknesses.’
