Maths question leaked too, 14 arrested so far

Question paper leak has emerged as a phenomenon of the ongoing Secondary School Certificate examinations as the mathematics multiple-choice question portion was allegedly leaked an hour and a half before the exams on Saturday morning.

Questions, at least the multiple-choice portion, have allegedly been leaked well before each day’s examination and 14 people, including five teachers, have so far been arrested since the secondary terminal exams began February 1. Examinees and their parents alleged that the mathematics multiple-choice question portion along with the solutions was available on Facebook at about 8:30am, while the three- hour exam began at 10:00am.

A student needs to answer multiple-choice questions for 30 out of 100 marks for the paper. The law enforcement agencies arrested three people, including a teacher, in Rajshahi, Sherpur and Gazipur on Saturday.

Sripur police station assistant sub-inspector Joynal Abedin said that a teacher, Amjad Hossain, was arrested Saturday morning just few minutes before the exam started for allegedly attempting to leak the question paper. ‘Amjad, headmaster of Dhonai Bepari High School at Sripur in Gazipur, was trying to pass the question paper,’ he said.

New Age correspondent in Rajshahi reported that Rajshahi City College student Rabia Islam Riya was arrested while she was solving the questions collecting the leaked question paper over her smart phone, said Boalia police station officer-in-charge Aman Ullah. 

In Sherpur, Solaiman Hossain was held for his alleged involvement in question leak, said Sherpur sadar police station officer in-charge Nazrul Islam. Police also filed cases against them under Public Examinations (Offences) Act, 1980.

In Sylhet, a youth, Dilwar Hossain, was arrested at about 9:30am after finding images of leaked questions on his smart phone, said Biman Bandar police station officer-in-charge Mosharraf Hossain.

Guardians and examinees alleged that earlier questions of English second paper, Bangla first and second papers and religion and moral education in the secondary terminal exam were leaked.

Affected examinees and guardians blasted the education ministry for its failure to stop the question papers being leaked. They said that the steps taken by the education ministry were mere eyewash and yielded no results.

Inter-education board controllers of examinations convener Tapan Kumar Sarkar said that they got an allegation of question leak but the match between the leaked and real question paper was not confirmed. ‘We are aware of the issue and trying to figure out the source of the question leakage’ he said.

Attending a programme as chief guest in Rajbari, state minister for technical and madrassah education Kazi Keramat Ali on Friday denied the allegation of question leak and said vested interests were trying to malign the government and the ministry as well by spreading rumours. 

The education ministry said that the coaching centres were kept shut during the secondary terminal exams and the examinees were asked to take their seats at the exam halls 30 minutes before the exams.

The government on February 4 formed a high-powered committee to monitor and investigate the allegations of question leak in the ongoing public exams. On the same day the education ministry announced a bounty of Tk 5 lakh for anyone helping in the identification of people involved in the question leak. The measures brought no visible results.

Guardians of several examinees in capital alleged that they had got several photographs of the mathematics multiple-choice questions. They said that they found uploaded pictures of set-B questions on Facebook groups ‘Psc Jsc Ssc Hsc Job Degree Honrs Nebondon Polytechnic Reall Out Question’ at 8:44am, ‘PSC • JSC • SSC • HSC Exam Helping Center’ at 9:00am and a Facebook messenger group ‘SSC Ganit 2018’ at 8:30am.

Allegations of question leaks in Primary Education Completion exams after Class-V, Junior School Certificate exams after Class-VIII, Secondary School Certificate exam after Class-X and Higher Secondary Certificate exam in 2017 had also surfaced ahead of the exams.

ব্যাংক–শেয়ার লুটকারীদেরও বিচার হোক - সোহরাব হাসান

সপ্তাহের শেষ কার্যদিবসে ঢাকায় সাধারণত যানজট বেশি হয়। কিন্তু গত বৃহস্পতিবার সকালে বাসা থেকে বেরিয়ে দেখি, রাস্তাঘাট প্রায় ফাঁকা। স্বল্পসংখ্যক বাস চলছে। প্রাইভেট গাড়ি আরও কম। রাস্তায় যত মানুষ, তার চেয়ে বেশি পুলিশ ও র‍্যাব সদস্য দাঁড়িয়ে আছেন ফুটপাতে। মাঝেমধ্যে বিজিবির টহল গাড়ি আসছে, যাচ্ছে। আগের দিন সন্ধ্যা থেকে আইনশৃঙ্খলা রক্ষাকারী বাহিনী শহরের মোড়ে মোড়ে তল্লাশি অভিযান চালাচ্ছিল। কিন্তু অফিসযাত্রী, দিন এনে দিন খাওয়া মানুষ, কারখানার শ্রমিক, এসএসসি পরীক্ষার্থীদের তো বের হতেই হবে। বাস-রিকশা চলুক বা না চলুক। রায় নিয়ে রাস্তায়-অফিসে মানুষের মধ্যে যতটা কৌতূহল লক্ষ করেছি, তার চেয়ে বেশি উদ্বেগ দেখেছি নিজেদের নিরাপত্তা নিয়ে।

খালেদা জিয়ার মামলার রায় আদালতের সীমা ছাড়িয়ে রাজপথে উত্তাপ ছড়িয়েছে। তবে এ ক্ষেত্রে বিরোধী দলের চেয়ে সরকারি দলের ভূমিকাই বেশি। অভিযুক্ত ব্যক্তি সব সময় নিজেকে নির্দোষ দাবি করবেন। কিন্তু রায়ের অনেক আগেই যদি ক্ষমতার মঞ্চ থেকে কাউকে ‘চোর’, ‘দুর্নীতিবাজ’ বলে নিয়ত গালমন্দ করা হয়, তখন সেই বিচার নিয়ে  জনমনে প্রশ্ন ওঠা স্বাভাবিক।

দুর্নীতির দায়ে আওয়ামী লীগ সরকার খালেদা জিয়ার বিচার করেছে। বিএনপির আমলে বিদেশে পাচার হওয়া কিছু অর্থ ফেরতও এনেছে। কিন্তু যে এরশাদ গায়ের জোরে ক্ষমতা দখল করে নয় বছর জবরদস্তি শাসন চালিয়ে দেশে-বিদেশে মহা দুর্নীতিবাজ হিসেবে নিজেকে প্রতিষ্ঠিত করেছেন, সেই এরশাদকে ক্ষমতার অংশীদার করেছে আওয়ামী লীগ। রাজনীতির এক অদ্ভুত সংশ্লেষণ।

বৃহস্পতিবার সকাল সাড়ে ১০টা। কারওয়ান বাজার থেকে প্রেসক্লাবে যেতে হাইকোর্টের দক্ষিণ মোড়ে সিরডাপের গা ঘেঁষে দেখা গেল সারি সারি যানবাহন। কোনোটি পুলিশের, কোনোটি র‌্যাব বা বিজিবির। সঙ্গে জলকামান। এ পথ দিয়েই খালেদা জিয়ার আদালতে যাওয়ার কথা। প্রেসক্লাবে থাকতেই খবর পেলাম, তিনি গুলশান থেকে রওনা হয়ে গিয়েছেন। সবাই নড়েচড়ে বসলেন। বেসরকারি টিভি চ্যানেলগুলো লাইভ দেখাচ্ছে। কিন্তু খালেদা জিয়া জনসভায় ভাষণ দিলে কিংবা সংবাদ সম্মেলন করলে সেটি তারা লাইভ দেখাতে পারে না। এই হলো বাংলাদেশে গণমাধ্যমের স্বাধীনতা। সরকার যতটুকু চাইবে প্রচার করা যাবে, যেটুকু চাইবে না প্রচার করা যাবে না।

দুপুর ১২টা। পুলিশ নয়াপল্টনে বিএনপির অফিস কর্ডন করে রেখেছে। দলের মহাসচিব মির্জা ফখরুল ইসলাম আলমগীরের নেতৃত্বে কয়েকজন জ্যেষ্ঠ নেতা অফিসে ঢুকেছেন। তাঁরা সিদ্ধান্ত নিয়েছেন অফিস থেকে হেঁটে খালেদা জিয়ার গাড়িবহরে যোগ দেবেন। কিন্তু কোনো কর্মীকে ঢুকতে দেওয়া হচ্ছে না। একপর্যায়ে পুলিশ কলাপসিবল গেট বন্ধ করে দিলে কয়েকজন সাংবাদিক আটকা পড়েন। পরে অবশ্য তাঁরা বেরিয়ে আসতে সক্ষম হন।

অন্যদিকে গতকাল ধানমন্ডি ৩/এ সড়কে আওয়ামী লীগের সভানেত্রীর অফিসটি ছিল সরগরম। সকাল থেকে সেখানে দলের নেতা-কর্মীদের ভিড়। যাঁরা বরিশালে প্রধানমন্ত্রীর সফরসঙ্গী হয়েছেন, তাঁদের বাইরের অনেকেই সেখানে হাজির। সাত মসজিদ সড়কের পাশের ফুটপাতে সার বেঁধে বসে ছিলেন আওয়ামী যুব মহিলা লীগের একদল কর্মী। আর অফিসের সামনে পুরুষ কর্মীরা ইতস্তত ঘোরাফেরা করছেন। ভেতরে নেতারা টিভি সেটের সামনে বসে আছেন। ভাবলেশহীন। রায়ে কী হবে, তা যেন তাঁদের জানা।

মামলার রায় ঘোষণার পর আওয়ামী লীগ ও বিএনপির কয়েকজন নেতার সঙ্গে কথা হয়। বিএনপির নেতারা মনে করেন, এই রায় তাঁদের জন্য শাপেবর হবে। জিজ্ঞেস করি, কীভাবে? তাঁরা বললেন, উচ্চ আদালতে আপিল হলে খালেদা জামিন পাবেন। তিনিও আওয়ামী লীগ সভানেত্রীর মতো সারা দেশে নির্বাচনী প্রচার চালাবেন। এরপরও যদি তাঁকে নির্বাচন থেকে দূরে রাখার চেষ্টা করা হয়, তাহলে সেটিই আন্দোলনের ইস্যু হবে। আর আওয়ামী লীগের নেতারা বললেন, মামলাটিকে রাজনৈতিকভাবে দেখার সুযোগ নেই। আওয়ামী লীগ সরকার এই মামলা করেনি। মামলা করেছে সাবেক তত্ত্বাবধায়ক সরকার। জিজ্ঞেস করি, সেই সরকার তো আওয়ামী লীগের নেতাদের বিরুদ্ধেও অনেক মামলা করেছিল। তাঁদের জবাব, প্রতিটি মামলাই আইনি লড়াইয়ের মাধ্যমে নিষ্পত্তি হয়েছে। পরের প্রশ্ন ছিল, খালেদা জিয়া জেলে থাকলে আওয়ামী লীগের ভোট বাড়বে, না কমবে? এ প্রশ্নের সরাসরি উত্তর পাওয়া গেল না।

বেলা তিনটা। গুলিস্তানের অধিকাংশ দোকানপাট বন্ধ। তারপরও কিছু কিছু হকার পসরা সাজিয়ে বসেছেন। জিজ্ঞেস করি, বেচাকেনা কেমন। বললেন, রাস্তায় মানুষই নেই, বেচাকেনা হবে কী করে? তবে পাশের জন কৌতুক করে যোগ করলেন, ‘আমাদের আয় শুধু কমেনি। পুলিশের আয়ও কমেছে।’

প্রেসক্লাবের সামনে এসে দেখি একেবারে ভিন্ন চিত্র। মাসখানেক ধরে এখানে বিভিন্ন শ্রেণি ও পেশার মানুষ অবস্থান নিয়েছিলেন, যাঁদের মধ্যে শিক্ষকই ছিলেন বেশি। সর্বশেষ স্বাস্থ্যকর্মীরা আমরণ অনশন করেন। সরকার কৌশলে তাঁদের সরিয়ে দিয়েছে। ভেতরে তখন সাংবাদিক বন্ধুরা তর্কে মশগুল। রায়ের পর খালেদা জিয়া নির্বাচন করতে পারবেন কি পারবেন না। কেউ বলছেন পারবেন, মামলার নিষ্পত্তি না হওয়া পর্যন্ত বলা যাবে না, তিনি অপরাধী। কেউ বলছেন, উচ্চ আদালত তাঁর শাস্তি স্থগিত রাখলেও তিনি নির্বাচন করতে পারবেন না। কেননা আইনের চোখে তিনি অপরাধী। উচ্চ আদালত অপরাধ স্থগিত করতে পারেন না। শাস্তি স্থগিত করতে পারেন। আইনমন্ত্রীও স্থির কিছু জানাতে পারলেন না। বললেন, এ বিষয়ে দুই ধরনের রায় আছে।

রাতে টিভিতে দেখলাম জাতীয় সংসদে খালেদা জিয়ার মামলার রায় নিয়ে সরকার ও আধা সরকারদলীয় সাংসদেরা গলা ফাটিয়ে বলছেন, উচিত বিচার হয়েছে। জাতীয় পার্টির একজন সাংসদ বললেন, খালেদা জিয়া অন্যায়ভাবে তাঁদের নেতা এরশাদকে জেল খাটিয়েছেন। বিএনপিও তো এখন একই কথা বলছে। অন্যায়ভাবে খালেদা জিয়াকে কারাগারে নেওয়া হয়েছে। আইনের প্রতি আইনপ্রণেতারা তখনই আস্থা রাখেন, যখন নিজের পক্ষে যায়।

মামলার অভিযোগ অনুযায়ী, জিয়া অরফানেজ ট্রাস্টের নামে আসা টাকা খালেদা জিয়া অন্য হিসাবে জমা করেছেন। বিএনপির সরকারের আমলে বড় বড় দুর্নীতি হয়েছে। কিন্তু কোনোটারই বিচার হয়নি। বিচার হলো শুধু জিয়া অরফানেজ ট্রাস্ট মামলার। এর আগের বিএনপি ও আওয়ামী লীগের আমলের অনেক দুর্নীতির মামলা এখনো ঝুলে আছে।

১০ বছরেরও বেশি সময় খালেদা জিয়া ক্ষমতার বাইরে। এই সময়ে দেশে সুশাসন ও সুনীতির বন্যা বয়ে গেছে, বলা যাবে না। খালেদা জিয়ার আমলে যেমন দুর্নীতি ছিল, এখনো দুর্নীতি আছে। দুটি উদাহরণ দিই। ওয়াশিংটনভিত্তিক গবেষণা প্রতিষ্ঠান গ্লোবাল ফাইন্যান্সিয়াল ইন্টিগ্রিটি (জিএফআই) জানিয়েছে, বাংলাদেশ থেকে প্রায় ৯১১ কোটি ডলার পাচার হয়েছে ২০১৪ সালে, টাকার অঙ্কে যা প্রায় ৭২ হাজার ৮৭২ কোটি টাকা। সুইজারল্যান্ডের কেন্দ্রীয় ব্যাংকের সর্বশেষ হিসাব অনুযায়ী সে দেশের ব্যাংকে বাংলাদেশিদের জমা রাখা অর্থের পরিমাণ প্রায় সাড়ে পাঁচ হাজার কোটি টাকা।

এসব তথ্য কি প্রমাণ করে, দেশে দুর্নীতি হয় না? দুর্নীতি হয়। কিন্তু দুর্নীতির কুশীলবেরা ধরা পড়েন না। ধরা পড়লেও বিচার হয় না। বিচার হলে ২০১০–এর শেয়ারবাজার কেলেঙ্কারির হোতারা কীভাবে বাইরে থাকেন? বেসিক ব্যাংক, সোনালী ব্যাংক, জনতা ব্যাংক কেলেঙ্কারির নায়কেরা কীভাবে দাপট দেখান? এসব বড় বড় দুর্নীতির জন্য যাঁরা দায়ী, তাঁদের কেশাগ্র স্পর্শ না করলে রাষ্ট্রীয় পর্যায়ে দুর্নীতি বাড়তেই থাকবে। ‘বাছাই করা বিচার’ দিয়ে সুশাসন বা সুবিচার কোনোটাই কায়েম করা যায় না।

খালেদা জিয়ার মামলার রায়ের পর এবার সরকার ব্যাংক কেলেঙ্কারি, শেয়ারবাজার কেলেঙ্কারির হোতা এবং বিদেশে অর্থ পাচারকারীদের ধরুক। বিচার করুক। তারপরই না বলা যাবে, কেউ আইনের ঊর্ধ্বে নন। অপরাধী শাস্তি পাবেই।

দেশে এখন বন্য আইন চলছে বলে মন্তব্য করেছেন নাগরিক ঐক্যের আহ্বায়ক মাহমুদুর রহমান মান্না। শুক্রবার রাজধানীতে প্রশ্নপত্র ফাঁস, শিক্ষা ও শিক্ষাঙ্গন নিয়ে নাগরিক ছাত্র ঐক্য আয়োজিত গোলটেবিল বৈঠকে তিনি এ মন্তব্য করেন।

মান্না বলেন, গণতন্ত্র প্রতিষ্ঠায় সবার অংশগ্রহণমূলক নির্বাচন প্রয়োজন। কিন্তু সরকার বিএনপির চেয়ারপারসন খালেদা জিয়াকে কারাগারে পাঠিয়ে সেই পথে না হাঁটারই ইঙ্গিত দিয়েছে। এ সময় তিনি অভিযোগ করেন, প্রশ্নপত্র ফাঁসের মতো সরকার আগে থেকেই খালেদা জিয়ার বিরুদ্ধে আনা মামলার রায় কী হবে, তা জানত।

জাতীয় সংসদে প্রধানমন্ত্রী শেখ হাসিনার কথা উদ্ধৃত করে মান্না বলেন, ‘যারা দেশ থেকে হাজার কোটি টাকা পাচার করছে, তাদের পরিচয় প্রধানমন্ত্রী জানেন। অথচ তাদের শাস্তি আগে নিশ্চিত না করে তড়িঘড়ি করে সাবেক প্রধানমন্ত্রীর বিরুদ্ধে এই রায়ের উদ্দেশ্য সবারই জানা।’

মান্না বলেন, ‘গণতান্ত্রিক পদ্ধতিতে, শান্তির পথে সবকিছু বিকশিত হোক, এটা আমরা সবাই চাই। কিন্তু সেই পরিবেশ সবাই মিলে তৈরি করতে হবে। গায়ের জোরে হবে না।’

‘নিরপরাধ’ বেগম জিয়া কারাগারে - অলি আহমেদ

এলডিপি চেয়ারম্যান কর্নেল (অব.) অলি আহমেদ বলেছেন, বিএনপি চেয়ারপারসন খালেদা জিয়াকে সাজা দেয়া অমূলক। যারা লুটপাট করেছে, তাদের খবর নেই, অথচ নিরপরাধ সাবেক প্রধানমন্ত্রীকে কারাগারে নেয়া হয়েছে।

বিএনপি চেয়ারপারসন বেগম খালেদা জিয়ার বিরদ্ধে করা জিয়া অরফানেজ ট্রাস্ট দুর্নীতির মামলার ৬৩২ পৃষ্ঠার রায় কী করে ১০ দিনে লেখা সম্ভব হয় এমন প্রশ্ন তুলেছেন এলডিপি চেয়ারম্যান কর্নেল (অব.) অলি আহমেদ।

শনিবার বেলা সাড়ে ১১ টার দিকে কর্নেল অলি একটি অনুষ্ঠানে এমন প্রশ্ন তুলেন।

কর্নেল অলি বলেন, বিএনপি চেয়ারপারসন খালেদা জিয়ার সাজা পরিকল্পিত। গণমাধ্যমের খবর অনুযায়ী রায়ের আগেই তার জন্য আগেই কারাগারে জায়গা ধোয়ামুছার কাজ হয়েছে। আর ৬৩২ পৃষ্ঠার রায় মাত্র ১০ দিনে কীকরে লেখা সম্ভব? যারা লুটপাট করেছে, তাদের খবর নেই, অথচ নিরপরাধ সাবেক প্রধানমন্ত্রীকে কারাগারে নেয়া হয়েছে।

তিনি অভিযোগ করে বলেন, খালেদা জিয়াকে সাজা দেয়ার বিষয়টি সরকারের পূর্ব পরিকল্পিত। তাকে যে কারাগারে রাখা হয়েছে, সেটি অপরিচ্ছ্ন্ন। বিএনপি নেত্রীকে কারাগারে পাঠানোর সব বন্দোবস্ত আগেই ঠিক করে রাখা হয়েছিল।

জিয়া অরফানেজ ট্রাস্ট দুর্নীতি মামলায় খালেদা জিয়ার পাঁচ বছরের কারাদণ্ডের প্রতিবাদে বিএনপি যে কর্মসূচি ঘোষণা করেছে, তাতে সমর্থন করেন এলডিপি চেয়ারম্যান।

উল্লেখ্য, জিয়া অরফানেজ ট্রাস্ট দুর্নীতি মামলায় বৃহস্পতিবার বকশীবাজার আলিয়া মাদ্রাসা মাঠে স্থাপিত ঢাকার পাঁচ নম্বর বিশেষ আদালতের বিচারক ড. মো. আখতারুজ্জামান খালেদা জিয়াকে পাঁচ বছরের কারাদণ্ড দেন।

এছাড়াও একই মামলায় বিএনপি চেয়ারপারসনের ছেলে তারেক রহমান, সাবেক এমপি কাজী সলিমুল হক কামাল, ব্যবসায়ী শরফুদ্দিন আহমেদ, প্রধানমন্ত্রীর কার্যালয়ের সাবেক সচিব ড. কামাল উদ্দিন সিদ্দিকী ও প্রয়াত রাষ্ট্রপতি জিয়াউর রহমানের ভাগ্নে মমিনুর রহমানকে ১০ বছর করে কারাদণ্ড দেয়া হয়।
একই সঙ্গে তাদের প্রত্যেককে দুই কোটি ১০ লাখ ৭১ হাজার ৬৭১ টাকা করে জরিমানা করেন আদালত।

শিক্ষার নৈরাজ্য দূর না হলে ভাষার নৈরাজ্যও দূর করা যাবে না - যতীন সরকার

৪২ বছর শিক্ষকতা করেছি আমি। লক্ষ্য করেছি, অত্যন্ত দুঃখের সঙ্গেই বলতে হয়, আমাদের শিক্ষিত লোকেরা, এমনকি বাংলা সাহিত্য নিয়ে যারা পড়ালেখা করেছেন, বড় বড় ডিগ্রি নিয়েছেন তাদের মধ্যে অনেকেই রয়েছেন যারা সবগুলো বাংলা অক্ষর চিনেন না। শুনতে খুবই খারাপ শোনাতে পারে, কিন্তু বাস্তব অভিজ্ঞতা থেকেই এসব বলছি। আমাদের অর্থনীতির সঙ্গে আলাপকালে এমন মন্তব্য করেছেন গবেষক ও শিক্ষাবিদ যতীন সরকার।

তিনি বলেন, বিভিন্ন সংযুক্ত অক্ষরের ব্যবহার, মাত্রার ব্যবহার সম্পর্কেও অনেক শিক্ষিত মানুষের ধারণা নেই। এই যখন অবস্থা তখন ভাষার ব্যবহারে যে কি নৈরাজ্য হবে, সে সম্পর্কে আর কিছু না বললেও চলে। ভাষার এই নৈরাজ্য হচ্ছে আমাদের মানসিক নৈরাজ্যেরই প্রতিফলন। ভাষা নৈরাজ্যের কারণ, ছেলেবেলা থেকেই শিশুদের যেভাবে বাংলা পড়ানোর দরকার, সেভাবে পড়ানো হয় না। যারা শিক্ষক, তারা একরকম না পড়েই শিক্ষক হয়ে যান! তাদের হাত ধরেই অজ্ঞতা বহুগুণ বাড়বে। এখন তাই হচ্ছে।

তিনি আরও বলেন, ভাষার সঠিক ব্যবহারের জন্য প্রয়োজন একটা সঠিক, সচেতনতামূলক আন্দোলন। যারা লিখেন, তারা এবং গণমাধ্যম যদি এ ব্যাপারে যথাযথ ভূমিকা গ্রহণ করে তাহলে এর ইতিবাচক ফল আমরা পেতে পারি।

যতীন সরকার বলেন, সাংবাদিকেরা যদি সচেতন হন ভাষা ব্যবহার সম্পর্কে, তা সবার মধ্যে ছড়িয়ে দেওয়া যায়, সবাইকে শিক্ষিত করে গড়ে তোলার জন্য যদি একটা আন্দোলন  গড়ে তোলায় যায় তাহলে ভাষার সঠিক ব্যবহার সম্ভব। তা না হলে করতে না পারলে তা কখনো সম্ভব নয়।

তিনি বলেন, বাংলা একাডেমির উপর সব দায়িত্ব চাপিয়ে দেওয়ার কিছু নেই। বাংলা একাডেমি কিছু কিছু কাজ, তবে বাংলা একাডেমি সবকিছু করতে পারে না। এখানে দায়িত্বটা শিক্ষা বিভাগকে গ্রহণ করতে হবে সবচেয়ে বড় করে। এখানে আমরাও কেউ দায়িত্ব এড়িয়ে যেতে পারি না। তবে আমাদের শিক্ষার নৈরাজ্য দূর না করতে পারলে ভাষার নৈরাজ্যও দূর হবে না।

প্রশ্ন ফাঁস বন্ধে শিক্ষা মন্ত্রণালয় সম্পূর্ণ ব্যর্থ - আরেফিন সিদ্দিক

প্রশ্নপত্র ফাঁস হওয়ার সাথে সাথে কর্তৃপক্ষ সেটা অস্বীকার করছে। প্রশ্নপত্র ফাঁসের সাথে যুক্ত অপরাধীরা জানে তাদের অপরাধ কর্তৃপক্ষ থেকে অস্বীকার করা হবে। তাই তারা প্রতিনিয়ত অবাধে প্রশ্ন ফাঁস করছে। প্রশ্নপত্র ফাঁস বন্ধে শিক্ষামন্ত্রণালয় সম্পূর্ন ব্যর্থতার পরিচয় দিচ্ছে। অপরাধীদের আশ্রয়-প্রশ্রয় দেওয়া আমাদের সমাজে এটি মারাত্মক সমস্যা হয়ে দেখা দিয়েছে।

তিনি বলেন, প্রশ্নপত্র ফাঁসের মহামারি পরিস্থিতি থেকে আমাদের বের হয়ে আসতে হবে। না হলে নতুন প্রজন্মকে সঠিকভাবে শিক্ষিত করে তোলা সম্ভব নয়। এক্ষেত্রে প্রথম কর্তব্য হচ্ছে, যারা প্রশ্নপত্র ফাঁস করছে তাদেরকে চিহ্নিত করে দৃষ্টান্তমূলক শাস্তির আওতায় আনা। গণমাধ্যম ও সামাজিক মাধ্যমের তথ্য মতে প্রশ্নপত্র ফাঁসের ঘটনার সত্যতা পাওয়া যায়। এই সকল সূত্র থেকে তথ্য সংগ্রহ করে একটা তদন্ত কমিটি গঠন করা প্রয়োজন। এই তদন্ত কমিটি প্রশ্নপত্র ফাঁসের অভিযোগের সত্যতা যাচাই করবে। প্রশ্নপত্র ফাঁসের অভিযোগ মিথ্যে প্রমাণিত হলে মানুষের মাঝে প্রশ্ন ফাঁস নিয়ে যে উৎকণ্ঠা সৃষ্টি হয়েছে সেটা প্রশমিত হবে। আর সত্য প্রমাণিত হলে এই কমিটির প্রধান দায়িত্ব হবে প্রশ্নপত্র ফাঁসের সাথে জড়িতদের শাস্তির আওতায় নিয়ে আসা।

ঢাবির সাবেক উপাচার্য বলেন, আমাদের দেশের শিক্ষা ব্যবস্থায় দুর্নীতি এমন ভাবে প্রবেশ করেছে, কর্তব্যের অবহেলা এমন পর্যায়ে গিয়েছে যা আমাদের নতুন প্রজন্মের ভবিষ্যৎ নষ্ট করে দিচ্ছে। অপরাধীদের শাস্তির আওতায় না আনলে দিনে দিনে অপরাধ বাড়তেই থাকবে। শিক্ষার্থীদের যদি সঠিক শিক্ষা না দেওয়া হয় তাহলে সমাজে নানান ধরণের সমস্যা দেখা দিবে। আমরা সমাজকে যদি কলঙ্কমুক্ত করে সততার মাঝে রাখতে চাই তাহলে সমাজের প্রতিটি স্তরে সু-শিক্ষা নিশ্চিত করতে হবে।

প্রশ্নবিদ্ধ রায় - ড. জাফরুল্লাহ চৌধুরী

খালেদা জিয়ার চিন্তা-চেতনার অনেক বেশি উন্মেষ হয়েছে। তিনি যে বলেছেন, আইনের প্রতি শ্রদ্ধাশীল থাকতে, শান্তিপূর্ণ গণতান্ত্রিক আন্দোলনে ঐক্যবদ্ধ থাকতে, কারো কাছে মাথা নত করবো না এর দ্বারা তিনি অনেক বেশি সাহসিকতার পরিচয় দিয়েছেন। সাহসীচেতা লোকজন তাকে একজন সাহসী মহিলা হিসাবেই চিনেন। আর বক্তব্যে তার নেতা-কর্মীদের উজ্জীবিত করেছে, দল উজ্জীবিত হয়েছে। এতে কোনো সন্দেহ নেই। জিয়া অরফানেজ মামলায় খালেদা জিয়ার রায় নিয়ে আলাপকালে গণস্বাস্থ্য কেন্দ্রের চেয়ারম্যান ডা. জাফরুল্লাহ চৌধুরী আমাদের অর্থনীতিকে এসব কথা বলেন।

তিনি বলেন, খেলার মাঠে থাকলে আমরা সবাই সুবিধা নেওয়ার চেষ্টা করি। ঠিক তেমনিই আওয়ামী লীগও একটা রাজনৈতিক সুবিধা নেওয়ার জন্য বিচারটা এই বছর শেষ করলো। এর জন্য তাদের দোষ দেওয়া যাবে না, কেন তারা এবছর রায়টা শেষ করলো। তবে আমার মনে হয় না, এই বিচার দ্বারা বিএনপির কোনো ক্ষতি হয়েছে বরং লাভ-ই হয়েছে। তার জেল হয়েছে, কিছুদিন পর হয়তো তিনি জামিন নিয়ে বের হয়ে আসবেন।

তিনি আরও বলেন, এমনটা চিন্তা করলে হবে না যে, নির্বাচন একদলীয় হবে খালেদা জিয়াকে জেলে নেওয়ার মাধ্যমে। বিএনপি নিশ্চয়ই নির্বাচনে যাবে এবং নির্বাচন প্রতিদ্বন্দ্বিতামূলক হবে। সব মিলিয়ে একটা ভাল খেলা হবে। রায়ের কারণে বিএনপির কোনো অসুবিধা হয়নি। এতে জনগণের তাদের প্রতি সহানুভূতি বাড়ছে। কারণ রায় যে হয়েছে, এটা একটা প্রশ্নবিদ্ধ রায়। যার জন্য বেগম জিয়ার মামলাটি হয়েছে, সেই টাকাতো আর আত্মসাত হয়নি, তা ব্যাংকেই রয়ে গেছে। ব্যাংকে সেই টাকা সুদে আসলে এখন তিন গুণ হয়েছে। তাহলে এখানে আত্মসাত হলো কোথায়? যেটা হয়েছে, সেটা হলো ক্ষমতার অপব্যবহার।

তিনি বলেন, রায়টা বৃহস্পতিবার দেওয়ায় জনগণ আরও বেশি ক্ষুব্ধ হয়েছে। এটা একটা উদ্দেশ্য প্রণোদিত রায়, সরকারের নির্দেশনায় রায়। কারণ আগেই পত্রিকায় ঘোষণা দিয়ে রায় হয়েছে। তাহলে জজের সাথে জেলারের কথা হয়েছিল নাকি যে বেগম জিয়ার শাস্তি হবে। যাই হোক, এতে বিএনপি লাভবান হয়েছে যদি তারা এটা গ্রহণ করতে পারে। কারণ বিএনপির যে বর্তমান কমিটি আছে, তারা এখনো ঘুমায়। তারা এই সুযোগটা গ্রহণ করতে পারবে কিনা, এটাই দেখার বিষয়।

তিনি আরও বলেন, বেগম জিয়া পরিষ্কারভাবে বলে দিয়েছেন তার নেতাকর্মীদের শান্তিপূর্ণভাবে গণতান্ত্রিক আন্দোলন করতে। তবে সরকার যদি তাদের ভাব প্রকাশ করতে না দেয়, তাদের রাস্তায় নামতে না দেয়, তাহলে একটা আশঙ্কা থাকতেও পারে। উগ্রবাদ আসবে কী, আসবে না এটা নির্ভর করে সরকারের উপর। কারণ বিএনপি তো এখন গণতান্ত্রিকভাবেই এগোচ্ছে।

'Leaked' SSC Questions: Examinees continue to be lured

Every question paper of the first five exams of the ongoing SSC has been leaked.

The leakers have even declared to reveal the math questions hours before the exam scheduled for 10:00am today.

“I would try to give you the part with creative questions in hand written form by night while the multiple choice questions with solutions will be given in the morning. Be added in our new group if you want to get it,” wrote one user yesterday (Friday) afternoon in a Facebook messenger group titled, SSC Helper 2018.

Even though the leakers sell question papers the day before the exam, they give it away for free in groups on Facebook and Whatsapp hours before the test.

“If you want to get the math question paper before everyone else, be with us,” reads a status in a group on Facebook called, PSC JSC SSC HSC Degree Honours Masters Admission Test BCS Job Question Out.

Such posts have been doing the rounds on Facebook since the beginning of the SSC exams earlier this month.

A good number of people from different parts of the country allegedly communicated with the leakers and got the questions, The Daily Star learnt by talking to some of them on Facebook.

Nagarik Chhatra Oikya, student front of Nagorik Oikya, at a discussion at Jatiya Press Club yesterday said the government had failed to stop the SSC exam questions leaks. “The government, including the prime minister and the education minister, is responsible,” read the statement of the student body.

Riazul Islam, member-secretary of the platform, read out the statement. Nagarik Oikya Convener Mahmudur Rahman Manna was present at the programme.

“Students are now losing their interest in studies. Instead of educating themselves, they are now learning how to pass exams through immoral means by getting the easily accessible questions,” the statement said. Questions of different public examinations have been leaked over the last few years.

Following media reports on the leaks, Education Minister Nurul Islam Nahid declared a Tk-5 lakh reward for helping catch those involved in question-paper leaks. His ministry formed a committee to decide on the next course of action. But the leaks continued.

Nahid met Prime Minister Sheikh Hasina at the Gono Bhaban and said he would step down. But the premier asked him to tackle the situation with stricter measures, said ministry sources. Nahid had earlier told journalists that exams would be cancelled as soon as the leaks were proved.

After BB says it will sue RCBC, PH bank warns counter action

One day after Bangladesh Bank said that it would sue the Philippines Rizal Commercial Banking Corp (RCBC) to recover major part of $81 million of BB reserve stolen from New York Federal Reserve Bank, the RCBC on Thursday warned of tit-for-tat legal action.

Ajmalul Hossain QC, a member of BB’s legal team on Wednesday said BB, Federal Reserve Bank and global financial messaging service SWIFT would file the case against the RCBC in two to three months in a New York court.  Out of $81 million reserve stolen by the suspected hackers from BB account with NY Fed in February 2016 and transferred to Philippines using the RCBC Bank, the authorities in the Philippines have recovered $15 million and returned it to BB.

After the fund was stolen from New York Fed and transferred to the RCBC Bank, the funds were then swiftly withdrawn from the Manila Branch of RCBC and laundered through local casinos.

But RCBC claimed the cyber-heist was an ‘inside job’ and that the Philippine bank was being used as a scapegoat to hide the real culprits, reports the AFP. ‘RCBC has had it and will consider a lawsuit against Bangladesh Central Bank officials for claiming the bank had a hand in the $81M cyber-heist,’ the Philippine lender said in a statement.

‘They are perpetuating the cover-up and using RCBC as a scapegoat to keep their people in the dark,’ the RCBC statement said.

The Philippine central bank imposed a record $21 million fine on RCBC after the discovery of the heist as it investigated the lender’s alleged role in the theft.

Money-laundering charges were also filed against the RCBC branch manager. 

The US reserve bank, which manages the Bangladesh Bank reserve account, has denied its own systems were breached.

BB deputy governor Abu Hena Mohd Razee Hasan on Wednesday said that there was no trace of $14.5 million out of remaining $66 million they are trying to bring back from Manila. He said reserve fund worth $51.5 million has been traced with accounts of different companies and individuals in Manila.

The traceable fund include $10.7 million with Philrem Service Corporation, $29 with Solaire Casino, $1.2 million with two employee of Kim Wong, a Chinese owner of the Solaire Casino and $6 million with Kim Wong, he said. He said the case would be filed with the international stolen money recovery law.

Ajmalul Hossain QC said they are trying to recover the fund by negotiating with the authorities in the Philippines. He said they would file the case on the basis of ‘admissible evidences’ preserved by BB. He said BB could not use the probe report on the reserve heist by former BB governor Mohammad Farashuddin as the ‘admissible evidences’.

Ajmalul said BB has almost one year to file case on reserve heist in any civil court.

Political crisis to deepen: politicians

Eminent citizens, including politicians, said on Friday that the verdict that jailed BNP chairperson Khaleda Zia for five years would further deepen the political crisis and make inclusive general elections uncertain.

Talking to New Age and in statements, they said that all corrupt people, irrespective of their political affiliations, should be brought to justice.

They also called for punishment for people involved in corruptions and scams like Hallmark scam, Bismillah Group scam, BASIC Bank and Janata Bank scams, Bangladesh Bank reserve heist and share market scams, which that shook Bangladesh, to prove that the government wanted to curb corruption.

They observed that government steps regarding the verdict, including mass arrests, allowing ruling Awami League activists to defy ban on procession and irresponsible comments from the ruling party, were spoiling democratic atmosphere and created fear among people.

The Dhaka Special Judge’s Court-5 on Thursday jailed opposition Bangladesh Nationalist Party chairperson Khaleda Zia for five years and her eldest son Tarique Rahman, also BNP senior vice-chairman, and four others for 10 years in Zia Orphanage Trust corruption case filed in 2008.

The verdict came when BNP was in the streets for neutral election-supportive government for the next general election to be held by December.  ‘Political uncertainty in the country further increased following the verdict,’ said Dhaka University professor emeritus Serajul Islam Choudhury.

‘The people were in doubt about the next election and if they would get a chance to ventilate their opinion, but this verdict increased the uncertainty,’ he said. ‘If BNP does not participate in the next general elections, it would push the people in more tough time,’ said the academic.

‘Public perception is clear. People would not accept the verdict as they are not seeing punishment for other big scams,’ he said pointing at large scams in banks, share market and other sectors. He also criticised the government for dropping graft cases against prime minister Sheikh Hasina after assuming power. ‘Such activities of the authority are not acceptable.’

Communist Party of Bangladesh president Mujahidul Islam Selim said that the verdict raised question among people who found it politically motivated. ‘If Awami League wants to prove that there is no political motivation behind the verdict, it has to bring all corrupt members of their party to justice for embezzling thousands of crores of money,’ he said.

He said why the government was not trying those involved in financial scams related to Basic Bank, Farmers Bank and Hall-Mark Group and in share market scams. ‘Country should be made free from sick political culture that party in power should drop all cases against them,’ he said, adding that the government should prove the equality of all before the law.

Incidents centring the verdict once again proved the bankruptcy of bourgeois political parties that made everything uncertain and chaotic in the politics, Mujahidul Islam said regarding the uncertainty over the next general polls.

Ganasanghati Andolan chief coordinator Zonayed Saki said that the verdict intensified the uncertainty of a participatory general election. ‘People cannot keep confidence in election atmosphere when the prime minister is seeking vote and top political party leaders are visiting courts and jails,’ he said.

He said that Khaleda was convicted in a case filed during military-controlled interim regime. Grafts cases were filed against Sheikh Hasina also during the same regime but the authorities dropped the cases terming those politically motivated after the Awami League assumed power. ‘People finds cases against Khaleda politically motivated as the government without solving big scams involving billions of taka pays more attention to her cases,’ he added.

Workers Party of Bangladesh, also an ally of the ruling AL, general secretary Fazle Hossain Badsha said that general principle of politics should be all corruption irrespective of political parties should go through proper investigation and come under purview of law for the sake of rule of law and good governance.

Had the country’s democracy developed properly, incidents of dropping of corruption cases against ruling party leaders would have come down, he said.

Democratic Left Alliance, CPB and Socialist Party of Bangladesh in a joint statement demanded punishment for all corrupt people irrespective of political identities. Khaleda has been was convicted of corruption when many big scams involving billions of Taka and big fishes of ruling party are not being prosecuted. The government should take actions against all of them to prove that the verdict has got no political motivations, the statement said.

A perception emerged among people that the government’s will was reflected in the verdict because of over enthusiasm of the government to convict Khaleda without settling the issues of large scams, autocratic rule having no mandate, the statement added. It said that corruption took place during BNP tenure, it was also continuing during this government’s tenure and people in ruling parties were 

getting indemnity from prosecution, which was not acceptable.

Jukta Front, a combine of Bikalpa Dhara, Jatiya Samajtantrik Dal faction and Nagorik Oikya, in a statement said that people’s doubt that Khaleda’s future legal steps like appeal and bail petition would be influenced by the government was getting stronger. ‘It would be complete violation of her [Khaleda] basic rights,’ the statement said. Government will be responsible for any untoward situation that hampers upcoming election atmosphere, it added.
