Thousands suffer as ferry services partly suspended for 12hrs; BIWTC, cops contradict over suspension order


People faced immense sufferings yesterday as they had to wait at Paturia and Daulatdia ferry terminals for over 12 hours to get on ferries to cross the Padma.

This situation arose when the Bangladesh Inland Water Transport Corporation stopped plying of Ro-Ro ferries (big-sized ferries) on the Paturia-Daulatdia route apparently for security reasons.

Contacted, Ajmal Hossain, deputy general manager of BIWTC at Aricha office in Manikganj's Paturia, said they did that following police instructions.

However, Rifat Rahman Shamim, superintendent of Manikganj police, said he did not know anything about the instructions.

Thousands of passengers, including children and women, had to stay in the ghat areas as their buses were stranded there from 12:00am to 12:00 noon due to disruption in the ferry service.

On the other hand, eight small and medium-sized ferries were operated on the route. They ferried some passengers and light vehicles. The plying of big-sized ferries resumed after noon.

At noon, this correspondent found that eight out of 10 big-sized ferries were anchored at the Paturia ghat. Two other ferries were seen anchored at a floating workshop for repair.

Goods-laden trucks, covered vans and buses lined up separately on the 3km stretch of the Dhaka-Aricha highway from Arpara to the Paturia ghat.

Abid Hasan, who was going to Kushtia, said his bus reached the Paturia ghat around 12:00am, but they could not board a ferry until 12:30pm.

Sufia Akter, who was heading for Khulna in a bus, said she and her two minor children were facing serious problems as they had no food and there was a shortage of toilets.

Sonia Akter, who was travelling on a Jhenidah-bound bus, said the government should not stop ferry service in the name of maintaining law and order ahead of delivering the verdicts in the August 21 grenade attack cases.

Truck driver Ramzan Ali said he arrived at the Paturia ghat around 1:00am, but could not get on a ferry until 12:30pm, he said, adding that nobody knew why the operation of big ferries was stopped.

Shafiqul Islam, manager (commerce) of BIWTC at Daulatdia office in Rajbari, said around 250 vehicles, including 150 goods-laden trucks, had to wait at Daulatdia ghat to board ferries around 12:30pm. However, the situation became normal after evening, he said.

Regional trade falters for higher duty: expert


Despite agreeing to lower tariffs back in the 1980s, regional trade in South Asia is still not flourishing for higher duty, said Commerce Secretary Shubhashish Bose yesterday. The average tariff rate of the South Asian nations is 13.6 percent, which is more than double the global average of 6.3 percent.

As a result the intra-regional trade volume among the South Asian nations is still 5 percent of their total annual foreign trade in a year, which is one of the lowest in the world.

It is not clearly stated in the South Asian Free Trade Area guideline how to phase out the sensitive lists of goods to eliminate the tariffs holding back trade among the South Asian nations, he said.

“We need to work to remove tariff and non-tariff barriers,” Bose said, while he was moderating a session on barriers to intraregional trade in South Asia at the 2nd South Asia Maritime and Logistics Forum at Le Meridien Hotel in Dhaka.

The estimated trade potential among South Asian nations is $67 billion. In reality, it is $23 billion.

Bose went on to hint of a possible comprehensive economic partnership agreement with India that will guarantee not only commodity trade but services and investment.

The political leaders of the region should work together to eliminate the mistrust that is acting as a major barrier to trade among the nations, the participants at the session said.

“We are living in the world of trade war,” said Md Nojibur Rahman, principal secretary to the prime minister.

For South Asia this is the best of time to work on intraregional trade. “We would be pursuing a win-win situation,” he added.

In another session G Chandrashekhar, an Indian cotton trade expert, said there is a possibility of the price of cotton to increase in the world market because of trade war between the US and China.

Chinese spinners have started buying cotton from India after the US slapped 25 percent retaliatory duty.

As a result, the demand for Indian cotton will go up. But at the same time there is a possibility of lower cotton production this year. Earlier, it was forecasted that the cotton yield in India, the world's largest cotton producer, in 2018-19 would be 35.5 million bales. But, the Cotton Association of India has now lowered the production estimate to 34.8 million bales. The Indian government has an even lower estimate: 32.5 million bales.

India produces cotton on 12 million acres of land and it is expected that the cotton acreage will increase to 13 million acres within next five years, Chandrashekhar said.

The cotton traders of both the countries urged the governments to introduce direct shipping line between Pangaon port in Bangladesh and Vishakhapatnam port in India for reducing freight time and charge.

The two-day-long forum came to an end yesterday. Prime Minister Sheikh Hasina inaugurated the forum in Dhaka, where ministers, government bureaucrats, traders, businessmen and other stakeholders participated.

Little being done to reduce inequality

It is undermining social and economic progress


As per Oxfam's latest “Commitment to Reducing Inequality Index”, Bangladesh ranked 148 among 157 (where a lower number means better performance) countries surveyed. That means we are only ahead of a handful of countries like Bhutan and trailing other countries in the region that includes the Maldives, Sri Lanka, Afghanistan, Pakistan, India and Nepal. The index is based on government action on social spending, tax and labour rights, which are considered essential to reduce the gap. We have not done well on social spending (score 146), slightly better on taxation (103) and dismal on labour rights (148). Those countries in the world where governments are taking strong policy measures to fight inequality are doing better. In Bangladesh, taxation is neither gender sensitive nor are we broadening our tax base to bring more people under the tax net.

Bangladesh scored very poorly on labour practices. Readymade garments sector, which is by far one of the largest employer of workers, is an area that needs greater focus. Workers are entitled to Tk 5,300 (USD 68) per month which happens to be the lowest minimum wage of all garment workers globally. It is also far below the living wage demanded by RMG workers. But then workers in other sectors are entitled to Tk 1,500 (USD 19) per month, which means they are even worse off.

The wage gap in the country is widening and the government should formulate plans to increase progressive taxation and clamp down on tax dodging by both institutions and individuals. There is a need to give more rights to workers by allowing greater unionisation in industry and putting a check on poor labour practices. Finally, the government needs to seriously increase spending on health, education and broaden overall social safety net programmes.

Khulna-Mongla rail project under Indian LoC limping

The slow implementation of the Khulna-Mongla rail connectivity project, one of the top priority schemes under the Indian Line of Credit (LoC), raises concern among the stakeholders. The latest review of the Tk 38 billion (3800 cr) project by both Indian and Bangladesh side shows that only 19 per cent work of the project, which was scheduled to end by June this year, has been completed so far.

India is providing Tk 23 billion, or two-thirds of the cost, of the project.

The project was initiated in 2013 by Bangladesh Railway (BR) with funding from India under LoC. Bangladesh is also financing part of the cost.

Apparently, being worried about the slow pace of the project, which is believed to benefit both India and Bangladesh in transporting goods to and from Mongla port, the authorities asked the contractor to finish the work with utmost priority.

This project, when completed, is expected to be a major contributor to connectivity in the BBIN region. It, hopefully, would also boost business in the region that covers Bangladesh, India, Nepal and Bhutan through Mongla, the country's second-largest seaport.

A relevant official committee has recently instructed the contractor, IRCON to complete Fultala to Aranghata (0 to 9 km of this project) section by December/2018 without any pre-condition.

The IRCON was also instructed to mobilise equipment and project personnel as per the existing contract, according to the minutes of the meeting of the committee, held recently in the ERD to review the LoC-funded projects.

The meeting also observed that the work progress of the Rupsha Bridge is relatively satisfactory.

However, a proposal to allocate more funds for a component of the project is lying with Bangladesh Railway.

"The cost of this project may increase by around US$ 70 million. The Project Director informed that US$ 10 million was re-allocated to the 2nd Bhairab and 2nd Titas project. Altogether, US$ 80 million additional fund may be required to complete this component of the project," the review said.

The meeting decided that the proposal for cost hike for Rupsha bridge due to additional base grouting requirement will be processed by Project Director through proper channels.

It said there may be two cost hike proposals, of which the first proposal will be processed by Bangladesh Railway by October 2018 and the second proposal may be processed three months after processing of the first project.

The meeting also decided that Fultala to Aranghata (0 to 9 km) should be completed by December 2018 without any pre-condition.

The Indian representative in the meeting said the speedy implementation of the LoC projects was their highest priority.

Larsen and Toubro Limited got Tk 10.76 billion Rupsha railway bridge construction work and IRCON International Ltd. received Tk 11.49 billion work to construct embankment, track, all civil works, major and minor bridges and culverts.

There will be nine stations to connect Khulna and Mongla port.

Meanwhile, the cabinet committee on government purchase approved the appointment of another consultant for this project on Wednesday.

BD’s migration cost among the highest in world: IOM


Bangladesh is still among a few countries in the world, which has the highest migration cost, according to preliminary findings of a recent study of the International Organisation for Migration.

These costs for male migrants can potentially shoot up to Tk 700,000 and for female migrants to Tk 95,000 each.

In contrast, monthly salary expectations of Bangladeshi migrant workers range from Tk 25,000 to Tk 100,000, they eventually end up earning somewhere between Tk 15,000 to Tk 30,000.

The findings were presented at a workshop on Tuesday in the city, according to a statement.

The findings came out from a recent study on the recruitment practices in Bangladesh conducted by the UN Migration Agency, IOM.

The study has been carried out under the scope of the project 'Prottasha- Bangladesh Sustainable Reintegration and Improved Migration Governance' funded by the European Union.

It highlighted that potential migrants depend more on middlemen than directly contacting the recruiting agencies, despite these agents not being licenced or having legal entities within the system.

These middlemen are linked with the recruiting agencies and since many of them are returned migrants, they are well acquainted with the system, according to the study.

The lack of appropriate knowledge, influence of middlemen coupled with inability to pursue skilled jobs in countries of destination are often forcing migrants to accept low wages and poor working environment.

"The enormous cost of migration only makes a migrant more vulnerable," said the Deputy Chief of IOM Bangladesh Sharon Dimanche.

She also noted that the International Recruitment Integrity System (IRIS), developed by IOM, is an effective tool to identify and support ethical labour recruiters and to bring transformative changes in the international recruitment industry.

"The government including key stakeholders should come together to assess what role middlemen would play before they are integrated within the system." said Ahmed Munirus Saleheen, additional secretary of the expatriates' welfare and overseas employment ministry.

Bangladesh ‘least committed’ to cut rich-poor gap: Oxfam

Bangladesh is one of the least committed countries in the world to reduce the growing income disparity, according to a report released by Oxfam International on Tuesday. The country ranked 148 among 157 nations included in the Commitment to Reducing Inequality (CRI) Index-2018. Jointly prepared by Oxfam and Development Financial International (DFI), the index measured the governments’ action on social spending, tax, and labour rights – three areas critical to reducing the gap.

In South Asia, only Bhutan (ranked 152) lags behind Bangladesh on the state commitment to cut the socio-economic disparities between rich and poor. 

Interestingly, Singapore (ranked 149) also lags behind Bangladesh in the global ranking.

Denmark is the ‘most committed’ country in the world on reducing the income gap as it ranked first in the index, followed by Germany, Finland, Australia, and Norway.

The other countries in the list of top-10 most committed list are: Belgium, Sweden, France, Iceland, and Luxembourg.

Tax from biggies Tk 3.0b short of target in Q1

Shortfall may even be bigger in Q2, fears LTUTax collection by the National Board of Revenue (NBR) from financial institutions fell short of the target by Tk 3.0-billion in the first quarter (Q1) of the current fiscal year (FY).

Officials attributed the shortfall to 2.5 per cent cut in corporate tax for banks, non-banking financial institutions, insurance and leasing companies in the national budget for FY 2018-19.

The Large Taxpayers Unit (LTU) under the income tax wing of the National Board of Revenue (NBR) faced the deficit during the July-September period.

A senior LTU official said they have received taxes worth Tk 34.90 billion against the target of Tk 37.82 billion set for the quarter.The unit collected Tk 32.20 billion in the corresponding period in FY '18.

"Usually, banks and other large taxpayers pay tax on a quarterly basis. We have found the shortfall against target after getting first instalment," he said.

The next instalment is due in December next where the shortfall may even be bigger, the official expressed the fear.

For FY '19, finance ministry has set a Tk 215-billion target for the LTU, representing a 27 per cent growth in revenue earning.

Officials felt that the target is ambitious as there is little scope to extract more taxes from the large taxpayers.They said the LTU has to focus on realising a large sum of tax arrears pending with the court cases.

Roughly Tk 125 billion income tax remains stuck up with the court cases filed by banks and mobile phone operators.

The LTU is a functional wing of the NBR established in 2003 with an International Monetary Fund guideline.

Around 300 large corporate taxpayers and 1000 individual taxpayers pay tax under the unit.

Individual taxpayers are mainly sponsor directors of different banks and large corporate bodies.

Around 60 per cent of the LTU's revenue comes from commercial banks.

In FY '18, a dozen banks paid 22 per cent of the LTU's aggregate revenue earning.
