BCL men assault IU theatre activist



Some activists of Islamic University unit of Bangladesh Chhatra League, ruling Awami League-backed student organisation, allegedly assaulted a theatre activist on the campus in Kushtia on Saturday afternoon.

The injured was identified as Ashraful Islam, a second-year student of Public Administration department of the university and also an activist of university theatre troop, Biswabidhalya Theatre. He is now undergoing treatment at the university’s central hospital.

Witnesses said an altercation between Ashraful and Abir, a final year student of the university’s biotechnology and genetic engineering department, also supporter of IU BCL unit secretary Jewel Rana Halim, took place over a silly matter around 4:00pm.

At one stage, Abir along with 10 to 12 IU BCL activists attacked Ashraful, leaving him critically injured. Later, students rescued Ashraful from the spot and sent him to IU central hospital for treatment.

However, IU BCL unit secretary Jewel Rana Halim denied the allegation saying a misunderstanding took place between them and it had been resolved.

IU proctor Professor M Mahbubar Rahman said that the university authorities would take necessary step after identifying the culprits.

No negative reporting!

Directors of private banks seek protection from scam-coverage by media

In an unprecedented move, directors of private commercial banks are now seeking protection from the government against what they say is negative reporting on the banking sector.

In their views, such news may create panic among people and customers may lose trust in banks.

Economists and experts have criticised the demand, saying any restrictions on reporting on financial scams may further worsen the situation.

The call from the private bankers comes in the wake of media reports that the top brass of several private banks were involved in some high profile loan scams. 

Bangladesh Association of Banks (BAB), a forum of bank directors, submitted a nine-point proposal to Finance Minister AMA Muhith during a closed-door meeting at the BAB office in the capital's Gulshan on Friday.

“To prevent negative publication of the media, an organisation can be established through promulgation of Financial Information Act under the finance ministry and Bangladesh Bank,” reads a letter, signed by BAB Chairman Nazrul Islam Mazumder, handed over to the minister.

Emerging from the meeting, Nazrul told reporters that the media should publish reports taking different issues into consideration as even “accurate information” could harm the sector.

He did not explain how.

He came down hard on the media as a whole, saying one newspaper published “false” information about EXIM Bank's defaulted loans, which harmed the bank's reputation.

Asked, Nazrul, also chairman of EXIM Bank, said they would discuss the promulgation of the Financial Information Act with the finance minister and the BB governor at a meeting today.

Premier Bank Chairman HBM Iqbal also requested reporters not to write anything negative about the sector.

Over the last two years, the banking sector has been hit hard by a series of loan scandals. The central bank investigations are revealing on a regular basis how different shady organisations had taken out huge sums in fake loans.

Some flagship names in business with long dubious reputations have viciously schemed to get new loans in the name of repaying old loans which they then usurped up as well without paying a penny.

BASIC Bank, which was once considered the best government bank, had huge loan irregularities amounting to Tk 4,500 crore between 2009 and 2012.

Bismillah Group embezzled Tk 1,100 crore from five banks between 2011 and 2012.

The loan forgery in Sonali Bank is still in public discussion. In 2012, Hall-Mark and five other companies took loans of over Tk 3,500 crore from the bank against fake documents.

Farmers Bank and NRB Commercial Bank became the latest examples of how money was taken freely and liberally out of the system. Now Farmers Bank is unable to pay off depositors' money.

Even, two banks that were established 35 years ago, are in serious trouble because of loan scams.

All these issues have put the banks and their customers in trouble.

Non-performing loans increased to Tk 74,303 crore at the end of December last year from Tk 62,172 crore a year ago.

Experts said businesses in Bangladesh rely massively on banks for supply of equity. And, when the banking system's health gets deteriorated for continued loan scams, it becomes a threat not only for the financial market but also for the entire economy.

Salehuddin Ahmed, former governor of the central bank, told The Daily Star yesterday that there was no need to formulate any such acts as people had the right to know what's happening in the banking sector.

“An individual or bank can go to the Press Council if any newspaper publishes any false report,” he said.

The BAB's demand is completely illogical as the existing act is enough to take action against false media reports, Salehuddin said.

Khondkar Ibrahim Khaled, former deputy governor of the central bank, echoed the view of Salehuddin, saying newspapers published “negative reports” because the sector was hit by financial scams.

“The banking sector will face a dire consequence if the media is not allowed to broadcast and publish financial scam-related reports. I completely oppose the demand of the directors,” he said.   

AB Mirza Azizul Islam, former finance adviser to a caretaker government, said the media should continue to publish scam-related report in the interest of the people.

The customers can choose the bank to deposit his hard-earned money by getting information from the media reports, he said.

“The banks publish their annual financial reports every year, but the clients usually do not read those. They mainly depend on media reports to deposit their money with the banks,” he said.

On the nine-point demands by the private commercial bank directors, the finance minister informed them that the government would allow state agencies to deposit 50 percent of their funds with the private banks, up from the existing ceiling of 25 percent.

The BAB requested the finance minister and the central bank to slash the cash reserve requirement (CRR) to 3.5 percent from the existing 6.5 percent so that they have more funds.

This measure will help banks to get an additional Tk 30,000 crore in liquidity, Nazrul told the reporters.

Also, the directors demanded the government slash the percentage of agriculture sector investment to one percent of their total loans instead of 2.5 percent.

The ceiling for deposit pension scheme should be increased to encourage customers to keep more money in banks, according to sources.

Gun-toting Youths in Ctg Polls: Police yet to identify them


AL wins in 23 UPs, BNP in 12; Quader sees internal feud where AL loses to BNP

Police have yet to identify any of the alleged Bangladesh Chhatra League activists who brandished firearms during by-polls in a ward in Chittagong City Corporation on Thursday.

Looking at their photographs published in newspapers, many city residents said two of the gun-toting BCL men were Mahmudur Rashid Babu and Rakib Haidar.

"We have seen the photographs in newspapers but are yet to identify anyone. We are trying to gather information about them,” Moinul Islam, officer-in-charge of Bandar Police Station, told The Daily Star.

Locals and police said a clash on Becha Shah Road near Paschim Gosaildanga Girls School, a polling centre, between the supporters of Professor Bibi Mariam and Jahangir Alam Chowdhury on Thursday left at least four persons injured.

During the clash, four BCL men, who were allegedly supporting Bibi Mariam, were brandishing firearms. Locals said one of the gun-wielding men, who was wearing a black shirt and jeans, was Mahmudur Rashid Babu.

Mahmudur's Facebook profile, according to locals, shows that he is a member of BCL and he campaigned for Bibi Mariam.

Another gun-toting young man, wearing a white and blue T-shirt and jeans, according to locals, is BCL activist Rakib Haidar.

Locals said his Facebook page showed that he supported Bibi Mariam.

Neither Mahmudur nor Rakib could be reached for comments.
Nurul Azim Rony, general secretary of Chittagong unit of BCL, said, “We learned the names of those, who brandished firearms during the election. Organisational actions will be taken in this regard after holding a meeting with top BCL leaders.”

Kamrul Hasan, assistant commissioner of Chittagong Metropolitan Police, told The Daily Star that police would arrest them and recover any illegal firearms found in their possession.

RESULTS: AL 29, BNP 12 
AL-backed candidates won in most of the 133 union parishad polls held on Thursday.

Announcing results of 53 union parishads, AL General Secretary Obaidul Quader at a press briefing at Sheikh Hasina's Dhanmondi office yesterday said AL candidates won in 29 unions and BNP candidates in 12.

Seven party dissidents and five independent candidates won in the rest of unions, he said.

In the elections to four municipalities, AL won in three and BNP in one, he added.

Quader blamed AL's internal feud for defeat in some union parishads.

"We had discussed the issue of internal feud in the party's secretary level meeting," he said.

স্থানীয় সরকার নির্বাচন — সন্ত্রাসীদের সামাল দিন




সম্পাদকীয়   —  দেশের ১৩৩টি ইউনিয়ন ও পৌরসভার নির্বাচন বৃহস্পতিবার সম্পন্ন হয়েছে। বেশির ভাগ স্থানীয় সরকার নির্বাচন শান্তিপূর্ণভাবে অনুষ্ঠিত হলেও বেশকিছু নির্বাচনে ভোটারের বদলে পেশিশক্তি ও অবৈধ অস্ত্রধারীদের বেপরোয়া উৎসব অনুভূত হয়েছে। স্বভাবতই সেসব স্থানীয় সরকারের নির্বাচন সম্পন্ন হয়েছে সংঘর্ষ, গুলি ও জাল ভোটের মধ্য দিয়ে। স্থানীয় সরকার নির্বাচনকে বলা হয় তৃণমূল পর্যায়ের মানুষের নির্বাচন। কিন্তু সংঘর্ষ ও কেন্দ্র দখলের অপসংস্কৃতিতে সে নির্বাচনেও প্রাণের আবেগ থাকছে না। বৃহস্পতিবারের নির্বাচনে টাঙ্গাইলে ভোটের বাক্স ছিনতাইয়ের সময় পুলিশ, ছিনতাইয়ের সঙ্গে জড়িত পক্ষ এবং প্রতিবাদী এলাকাবাসীর ত্রিমুখী সংঘর্ষে একজন নিহত হয়েছেন। চট্টগ্রামে কাউন্সিলর পদের উপনির্বাচনে আগ্নেয়াস্ত্রধারী যুবকদের মহড়া ভোটের পবিত্রতাকে ক্ষুণ্ন করেছে ভয়াবহভাবে। বেশির ভাগ স্থানীয় সরকার নির্বাচন শান্তিপূর্ণভাবে অনুষ্ঠিত হলেও একাংশের হানাহানি ও অনিয়ম পুরো নির্বাচনব্যবস্থাকেই প্রশ্নবিদ্ধ করেছে। ১৩৩টি স্থানীয় নির্বাচনে সন্ত্রাস ও কেন্দ্র দখলের যেসব অভিযোগ উঠেছে, তা সরকারি দলের এবং বড় মাপে সরকারের ভাবমূর্তির জন্য বিড়ম্বনা ডেকে এনেছে। নির্বাচন কমিশনের জন্যও যে তা অস্বস্তি বয়ে এনেছে সহজেই অনুমেয়। নির্বাচন সুষ্ঠুভাবে সম্পন্ন করার ক্ষেত্রে সরকার বা নির্বাচন কমিশনের আন্তরিকতার কোনো ঘাটতি না থাকলেও কোনো কোনো স্থানে সরকারি দলের দুর্বিনীত নেতা-কর্মীদের কারণে তা ব্যর্থ হয়েছে। বিশেষত চট্টগ্রামে এক নারী প্রার্থীর সমর্থকদের অস্ত্রের মহড়া ছিল তাজ্জব হওয়ার মতো। আমরা আশা করব, দেশের নির্বাচনব্যবস্থার ওপর মানুষের আস্থা ফিরিয়ে আনতে বৃহস্পতিবারের স্থানীয় নির্বাচনে সংঘর্ষ ও ভোট কেন্দ্র অপদখলের সঙ্গে জড়িতদের চিহ্নিত করা হবে। তাদের আইনের আওতায় এনে সাজা নিশ্চিত করা হবে। স্থানীয় নির্বাচনে সন্ত্রাসীদের দাপট ঐতিহ্যের অংশে পরিণত হওয়ার ঘটনা দুর্ভাগ্যজনক। এ দুর্ভোগের ইতি ঘটাতে সন্ত্রাসী ও সমাজবিরোধীরা যাতে স্থানীয় নির্বাচনে প্রার্থী হওয়ার সুযোগ না পায় এমন ব্যবস্থা নিশ্চিত করতে হবে। সমাজবিরোধীদের কবল থেকে স্থানীয় সরকারগুলোকে দূরে রাখার স্বার্থেই এ বিষয়ে উপায় খুঁজে বের করার বিষয়টি জরুরি।

Bangladesh graduating as a developing country and forgotten silent majority

Lipi’s mother who works in my home as a part time domestic help after doing two shifts in other places was today late. When asked for the reason for the delay, she apologized saying  that she was laid back in the traffic jam caused by processions of people celebrating what she  understood as a victory parade for achieving development  by Prime Minister Sheikh Hasina. She asks me “ Mama, will this ‘unnayan’ bring down the price of rice to taka 30 from the existing 50 taka which is beyond our reach? “She continues, ’Can I now send my daughters Liza and Nipa to a tuition fee free school and get free medical help?

“She asks, ‘will government now provide us better accommodation than my dark, dank and squalid one room in the shanty for a family of five?  Lipi who is married and works in a garment factory finds it hard to make both ends meet to support her family of 3 wonders if her salary will be raised now. I feel embarrassed and distressed. I remain silent as I do not know the answer to such innocent concerns of Lipi’s mother. 

I pay a salary of 5 thousand taka to Nasima, my full time domestic help who has to support her family of five including her mother back home in Netrokona and seems perennially to suffer from financial hardship. It is not infrequently she borrows money from me to meet emergency her needs but seldom returns it as she does not have the capacity. Their stories are of unending penury and struggle for existence.

I do not have answer either to almost similar  questions from Rafiq, our security guard who works two shifts for 16 hours and earns 9000 taka pm to feed his family of four left at his home in Narail and defray the expenses for his own board and lodging nor do I have  answer to same question from Rashida who collects garbage from our apartment buildings and two adjoining buildings and earns 6 thousand taka. She is the only earning member of a family of five as her husband lies disabled from an accident. Moqbul the vegetable vendor, Motaleb the construction worker, Idris the fisherman who supplies fish in our neighborhood  and the Rikswa pullers who visit home in Barisal,  Kurigram and Netrakona  only during Eid holidays barely eke out an existence..  My cousin Sajal  shows up twice a year from our village home for help as he does not get adequate price for his agricultural produce.

Yet, they are the forgotten silent majority representing more than eighty percent of disgruntled under class of underprivileged down trodden of our population who are left behind the development gains achieved during the last one decade. Sadly, for them the graduation of our country from least developed country status to developing country does not make any sense. It does not matter and is irrelevant for them.

Why is this contradiction and paradox? There is no doubting about the development achievement in the country. The UN has recognized it after serious scrutiny and appraisal of our development index.. The UN secretary general and the World Bank chief have congratulated Prime Minister Hasina about the land mark development achievement in the country. 

Signs of development are also writ large in our habits, lifestyle and standard of living. The Padma bridge under construction from our own resources, the four lane inter connecting highway roads, spick and span posh residential apartment buildings in Baridhara, Gulshan, Banani, Dhanmondi and Uttara , the  razzle dazzle shopping malls in every neighborhood, tens of hundreds of glittering restaurants in residential areas, the elaborate wasteful and mind boggling wedding arrangement and expensive wedding dinners are signs of rising status..

Roads are bustling with Hondas,  Toyotas and Lexus, Zaguar and Mercedez, Volvos and BMWs ,Ferari, Hummer, Porshe, Prado, Pajero and Land cruisar and what you name them. Scores of expensive luxury vacation resorts in the suburban countryside in Dhaka, Sylhet and Chittagong,  people going on expensive vacation in Bali and Bankok, Malaysia and Singapur, London, Rome and New York are all signs of our development and purchasing  power. Who says that we are a poor country? 

What a stark and glaring change of lifestyle. I remember my wedding in October 1962 with my bridal party of 20 persons riding in 10 rikshaws from our elephant road residence to go to bride’s residence at road no 8 dhanmondi residential area. There was no engagement, no gaye holud, no elaborate wedding reception or maddening dance and musical revelry. It was a graceful and solemn wedding invoking departure and responsibility.. The expenses was not beyond 500 rupees. We did not live yet in a demonstration and wasteful society. It was a golden time of simple life with love and compassion for others bereft of selfishness.  

But this development has been skewed. Its benefits have not been evenly spread in the society. There is inequality and yawning gap of income distribution between the rich, super rich and the poor in the society. The poor do not have access to lavish life style and high standard of living. 

Yet, it is we the bureaucrats and businessman, the politicians and Bankers , the professional class of so called elite intellectuals  and  civic society of proliferating  think tank consultants, the doctors and engineers, real estate developers and contractors  who are responsible for this burgeoning inequality, disparity and discrimination in society. It is we, the greedy and corrupt so called middle and upper class who have grabbed, forfeited and hijacked the benefits of development by cheating the vast majority of population steeped in aforementioned cesspool of grinding poverty and exclusion, deprivation and destitution and relegated to a life of squalor, despair and humiliation .It is we who have robbed the poor of their rightful ownership of development.   

This is unfair, unacceptable and cannot be allowed to continue. We all must feel ashamed of this condition. I am no economist and do not know the remedy. The Government together with the economists must address the situation to make amends  to right the wrong so that the poor and under privileged class in the society gets a fair share of fruits government’s hard earned economic development. 

Prime Minister Hasina truly said, ‘the development achievement is an achievement of common people’. Bangabandhu fought his entire life to win freedom to bring smiles in faces of teeming millions of hapless people. Unless and until that is achieved, the celebrations for growth will ring hollow, lack meaning and purpose and be a cruel mockery.  We all will be held guilty by posterity for failing to respond to the challenge.

‘Tag of autocracy’ beacons unavoidable danger

Did any autocracy in history end with flying colours and caramelized kisses? Why should it be different in Bangladesh where the struggle for democracy has historically been synonymous with struggle for independence?Despotic, autocratic rulers since the creation of Pakistan tried to subdue the Bengali nation time and again, only to whet the appetite of independence following the Pakistani military ruler’s negation to hand over power to the victorious Awami League(AL) in 1971.

47 years on, Germany’s Bertelsmann Foundation published its “Transformation Index 2018 (BTI)” on March 22 in which 58 out of 129 developing nations have been rated as autocracies; including Bangladesh, Lebanon, Mozambique, Nicaragua and Uganda. “Due to the worsened quality of elections, the formerly fifth largest democracy is classified as an autocracy again,” the report said about Bangladesh, adding, “The Islamists have gained enormous strength in Bangladesh in the past few years.”

The rear view

Little wonder the Islamists and other extra-constitutional forces will hone their spirit and perseverance to fish in the muddied water when the nation is once again devoid of democracy and rule of law. For that is how the history of the humanity had evolved and energized itself since the beginning of the creation.

Remember what happened when the legislative elections were held in East Pakistan between 8 and 12 March 1954 – the very first since Pakistan became an independent country in 1947— and the opposition United Front led by the Awami League and the Krishak Sramik Party won a landslide victory with 223 of the 309 seat?

That victory proved illusory due to internal divisiveness of the Bengali leaders. As the AL was left out of the government formed on April 3 that year and, only the Krishak Sramik Party and its leader AK FazlulHuq was inducted to power, it triggered a crisis in the front and resulted in the inclusion in the government on May 15 of Abul Mansur Ahmed, Ataur Rahman Khan, Sheikh Mujibur Rahman, Abdus Salam Khan and Hashimuddin.

Then the irony of the fate, or a massive conspiracy, intervened. The same day, serious riot between Bangali and non-Bangali workers of the Adamjee Jute Mills at Narayanganj caused the death of nearly 1500 workers; for which communist activists were blamed, while the FazlulHuq-led regime faced the brunt of the entire tragedy. On May 30, the ministry was dismissed and direct governor’s rule imposed; dashing the democratic aspirations of the Bengali nation as painfully as it did in 1971.

Now, when the incumbent regime rejects the BTI findings, it does so by ignoring the methodology adopted by the German-based political scientists who measured quality of democracy, market economy and governance in 129 developing and transformation countries since 2006 and said about Bangladesh that: “These developments are worrying for citizens because corruption, social exclusion and barriers to fair economic competition continue to be more prevalent in autocracies.”

Support for BTI report


Robert Schwarz, a project manager for the BTI at the Bertelsmann Foundation, suggested that Bangladeshi politicians read the report before commenting on its findings.  He said:”The authors of the Bangladesh Report highlighted that both the government and the opposition have contributed to the incremental deteriorations in some democracy indicators.”

Schwarz added that the report highlights positive developments in the economic realm in terms of economic output, macroeconomic stability, market-based competition and private enterprise. It also includes negative developments in the political realm such as free and fair elections, the separation of powers, and the independence of the judiciary.

The BTI’s findings also correspond with consensus from other experts who say democracy in Bangladesh is declining; and driving this is the lack of political plurality and the personal rivalry between Prime Minister Sheikh Hasina and opposition leader Khaleda Zia.

Michael Kugelman, a South Asia expert at the Washington-based Woodrow Wilson Center, says: “Bangladesh is moving quickly in the direction of becoming an autocracy.The ruling party has cracked down relentlessly and repeatedly, and often violently, on the political opposition. This is a country on a dangerous path to becoming a one-party state, unless it manages to change course.”


Timing of the report


The globally acclaimed report emerged at a time when the country’s main opposition leader, Khaleda Zia, remains incarcerated since February 8 on a corruption case filed a decade ago while a military-backed caretaker government was in power. A special court in Dhaka sentenced Zia to five years in jail for misappropriating funds meant for orphans, which she literally did not do, as the funds are staked in another account. Yet her bail has been denied under a slew of legal and ‘politically spurious’ pretexts.

Since Zia’s conviction and imprisonment, her captivity is being touted globally not only as politically motivated, but as “a ploy to keep her behind bars during the upcoming national elections scheduled for late 2018.”

“Given the history of enmity between Zia and the Awami League, and given the government’s relentless efforts to sideline the opposition, I’d certainly assume these legal moves are politically motivated,” said Kugelman.

Siegfried O. Wolf, director of research at the South Asia Democratic Forum, agrees. He maintains: “The perspectives of democracy in the Muslim-majority country currently look grim.” Wolf however adds: “”It is far too narrow to solely blame the current government for democracy being under pressure in Bangladesh. This rationale distracts from the fact that the situation is far more complex and numerous unfortunate trajectories can be traced back to earlier governments too.”

Predictions for future

Be that whatever, the predictions for coming days are grim and scary.  The BTI report, as well as its analysts and authors of the post-mortem, predict that the ruling Awami League will continue to pursue legal charges against the opposition BNP, pushing Bangladesh toward one-party, authoritarian rule, and, “PM Sheikh Hasina will use religion selectively to expand her support.”

These international observers further maintain that “political strife has given rise to extremist attacks, which Hasina will blame on the opposition.” More worryingly, they say, a lack of government deficit and debt reduction, and the deteriorating international perception of Bangladesh because of extremist attacks will limit investment; preventing Dhaka from reaching its target of 7.3 percent economic growth.

Trends and underlying tactics

They conclude that two trends will shape the future of Bangladesh, the world’s eighth-most populous nation. “The first is its descent toward single-party authoritarianism. The second is increasing insecurity brought about by extremist attacks.”

The report corroborated its findings and the conclusion by saying:

“When it comes to authoritarianism, Bangladeshi Prime Minister Sheikh Hasina, leader of the center-left Awami League party, has employed four tactics to marginalize rival politician Begum Khaleda Zia, chairwoman of the center-right Bangladesh Nationalist Party (BNP).

First: “In 2013, the Supreme Court under Hasina’s administration banned Jamaat-e-Islami — the country’s largest religious party and an ally of the BNP — from participating in elections on the grounds that the party’s charter is illegal.”

Secondly:“Hasina fulfilled a campaign pledge and instituted the International War Crimes tribunal, a court charged with prosecuting crimes committed during the 1971 Bangladesh war for independence.  In creating the tribunal, Hasina weakened Jamaat-e-Islami by exploiting an issue that still resonates in the Bangladeshi national consciousness and solidified her party’s stance as the sole torchbearer of the 1971 independence movement. Even so, though there is support for addressing war crimes, the trials have been criticized for being unfair. For instance, the defense is allowed to present only four witnesses while the government can present an unlimited number.”

Third:“Hasina took advantage of the BNP’s boycott of the January 2014 elections, ensuring an Awami League victory, even though the election had the lowest voter turnout in the country’s history. Hasina’s Grand Alliance coalition currently holds 280 of the 300 seats in parliament, granting her a monopoly on legislation.”

And fourth:“Hasina’s government is pressing charges against various high-ranking BNP members, as well as influential members of the media.  In January, Zia, the BNP’s chairwoman, was charged with sedition because she questioned the death toll figures from the 1971 independence war. Then on May 11, Zia and 27 BNP members were charged with arson for their alleged role in the firebombing of two buses in Dhaka in 2015. Other influential figures are also facing trial. Mahfuz Anam, editor of the Daily Star, the country’s largest English language daily, is being tried on 79 separate charges (including 17 acts of sedition and 69 acts of defamation) for publishing corruption allegations against the military. Matiur Rahman, the editor of Prothom Alo, was charged with sedition in February for “hurting religious sentiments.”

The report claims: “Hasina has made the political calculation that if she can sustain the country’s 6 percent rate of growth while creating jobs, reducing poverty, and increasing health care access, then the electorate will overlook single-party rule and reward the Awami League during the 2018 elections.”

Fact is: another election without BNP’s participation, the second in a row, will descend the nation into total autocracy and open floodgates of prospects for a variety of extra-constitutional interventions. That is what is the lesson of history, which the ruling AL had excruciatingly learnt in 1975 following 4 years of autocratic rule.

কারারুদ্ধ এক যুবকের কথা

নিরাপরাধ, নিরীহ যুবক! মিথ্যা মামলায় এখন কারাগারে। যদিও লেখাটি কারারুদ্ধ যুবক ও তার পরিবারকে নিয়ে, দেশের মানুষ কতটা নিপীড়ন, নির্যাতন,অন্যায়, অবিচার ও দুঃশাসনের মধ্যে আছে এই লেখাটির তার একটি চিত্র তুলে ধরার প্রয়াস। যুবকটি পাঁচমাস বয়সী এক শিশুর পিতা, মাঝবয়সী এক নারীর স্বামী ও আশি বছর বয়সের এক বৃদ্ধা জননীর সন্তান!

কি তার অপরাধ সে বা তার পরিবার জানে না। কারাবাসী এই যুবকটি লুটেরা, অর্থ পাচারকারী, দুর্নীতিবাজ, ইয়াবা ব্যবসায়ী, ঘুষখোর, সন্ত্রাসী বা খুনি কোনও কিছুই নয়। সে রাষ্ট্র বা সমাজবিরোধী কোনো কাজের সাথেও জড়িত নয়! সে কখনও কারও উপকার না করতে পারলে ক্ষতি করেনি এটা জোর গলায় বলা যায়।

সে এখন কারাগারে থাকবে স্ত্রী-সন্তান ও মা-সহ পরিবার  ফেলে কোন দুঃখে? অবলা শিশু রক্তের সম্পর্কের কারণে মা-বাবাকে চিনে এবং তাদেরকে নিরাপদ আশ্রয়স্থল মনে করে। হতভাগ্য যুবকের পাঁচমাসের শিশুটি এখনও কথা বলতে পারে না। বাবা ডেকে বাবাকে না পাওয়ার অনুভূতি ভাষায় প্রকাশ করতে পারে না। কিন্তু প্রতিদিনই এখন একজনকে খোঁজে। জন্মের পর থেকে যে মানুষটাকে সবসময় দেখতো, যে মানুষটির বুক জুড়ে ঘুমাতো, যার সাথে খেলা করতো,যে  মানুষটি  তাকে আদর, স্নেহ ও ভালবাসা দিত, সেই মানুষটিকে কয়েকদিন থেকে আর দেখে না। কথা না বলতে পারলেও শিশুটি চোখের ভাষায় তার বাবাকে না পাওয়ার অনুভূতিটা প্রকাশ করে প্রতিনিয়ত।

শিশুর অপরাধ কি? কেনো সে বাবার আদর, স্নেহ-মমতা ও ভালবাসা থেকে বঞ্চিত কেউ কি বলতে পারেন?  কোনো গৃহবধুর নিরাপরাধ স্বামীকে অাচমকা কারাগারে নিক্ষেপ করা মানে গৃহবধুকে অথই সাগরে ফেলার শামিল। ৫ মাসের শিশু ও ১২ বছরের স্কুল পড়ুয়া ছেলে, বৃদ্ধা শাশুড়িসহ পরিবারের সকল সদস্য নিয়ে এই গৃহবধুর মানুষিক ও আর্থসামাজিক অবস্থা কি হতে পারে তা আমাদের কল্পনারও বাইরে। পরিবারের একমাত্র কর্মক্ষম মানুষটি আজ মিথ্যা মামলায় কারাগারে। স্বামীর স্নেহ-ভালবাসার কথা বাদই দিলাম, এই পরিস্থিতিতে গৃহবধু পারিবারিক দৈনন্দিন কাজকর্ম নিয়ে কতটা কঠিন সময় অতিক্রম করছেন, তা যারা এই পরিস্থিতির শিকার হয়েছে তারাই শুধু বুঝতে পারবে। আশি বছর বয়সের এক বৃদ্ধা মায়ের স্নেহের সন্তান নিরাপরাধ ছোট ছেলে মিথ্যা মামলায় এখন কারাগারে। মা প্রহর গুনছে প্রতিনিয়ত কবে তার আদরের ছেলেটা তার কাছে ফিরে আসবে। মার প্রতীক্ষার আর শেষ হচ্ছে না, কবে শেষ হবে একমাত্র সৃষ্টিকর্তা ছাড়া অার কেউ জানে না। মিথ্যা মামলা ও যুবককে নিরাপরাধ বলার কারণ, তার বাসা রাজশাহীতে, কিন্তু পুলিশ ২০১৭ সালে ঢাকায় এক মিথ্যামামলায় তাকে বিএনপির কেন্দ্রীয় কার্যালয় পল্টন থেকে গ্রেপ্তার করেছে। ২০১৭ সালে যখন পুলিশ বিরোধী দলের নেতাকর্মীদের হয়রানি করার জন্য এইমামলাটি করে তখন এই মানুষটি ছিল তার আবাসস্থল রাজশাহীর বাগমারাতে। পুলিশ মিথ্যা মামলায় শুধু গ্রেপ্তার করেই ক্ষান্ত হয়নি, জিজ্ঞাসাবাদের নামে রিমান্ড নিয়েছে। বন্দিজীবন দীর্ঘায়িত করতে বারবার এই মিথ্যা মামলায় জামিন নামঞ্জুর করে আদালতের বিচারক মামলার শুনানির তারিখ একের এক পরিবর্তন করছেন। অথচ আদালতে লুটেরা, অর্থ পাচারকারী, দুর্নীতিবাজ, ইয়াবা ব্যবসায়ী, ঘুষখোর, সন্ত্রাসী বা খুনিদের প্রতিনিয়ত জামিন হচ্ছে।

মিথ্যা মামলায় কারাবাসী এই যুবকের অপরাধ কি, কেনোই বা সে কারাগারে, আর কেনোই বা স্ত্রী-সন্তান, মা-সহ পরিবারের সদস্য থেকে দুরে? তার অপরাধ সে পাবরবারিক স্বেচ্ছাসেবী সংগঠন দেওয়ান ফাউন্ডেশনের মাধ্যমে নিজ জন্মস্থান রাজশাহী-বাগমারার জনগণের পাশে দাঁড়ানো ও নিজের সামর্থ্য অনুযায়ী সহযোগিতা করা। তার অপরাধ বন্যার সময় বন্যাদুর্গত ও বানভাসী অসহায় মানুষকে সহায়তা প্রদান, তীব্র শীতে দুস্থ ও শীতার্তদের মাঝে শীতবস্ত্র বিতরণ, ফ্রি মেডিকেল ক্যাম্পের মাধ্যমে মানুষকে চিকিৎসা সেবা প্রদান, রোজার সময় সর্বসাধারণের জন্য ইফতার পার্টি আয়োজন, স্কুল-কলেজ ও মসজিদ-মাদ্রাসাসহ বিভিন্ন প্রতিষ্ঠানে আর্থিক সহায়তা প্রদান করা। পারিবারিক সংগঠন দেওয়ান ফাউন্ডেশনের মাধ্যমে এসব স্বেছাসেবী কাজেরমধ্য দিয়ে কারাবাসী যুবকটি এলাকায় নাকি বিএনপিকে সংগঠিত করছে। শীতার্তদের মাঝে শীতবস্ত্র, মানুষকে ফ্রি চিকিৎসা, কুল-কলেজ ও মসজিদ-মাদ্রাসাসহ বিভিন্ন প্রতিষ্ঠানে এবং বানভাসী অসহায় মানুষকে আর্থিক সহায়তা দেয়ার সময় এই যুবক তাদের পরিবারিক ফাউন্ডেশনের মাধ্যমে শুধু কি বিএনপির লোকে সহযোগিতা করেছিল, নাকি ধর্ম-বর্ণ ও দল-মত নির্বিশেষ এলাকার সকল দুস্থ, অসহায় ও অতি দরিদ্র মানুষকে সহায়তা করেছিল?  এই যুবকের সবথেকে বড় অপরাধ সে বিএনপি করে। বাংলাদেশ জাতীয়তাবাদী দল-বিএনপি দেশের সংখ্যাগরিষ্ঠ জনগোষ্ঠীর সর্ববৃহৎ, জনপ্রিয় ও গনতান্ত্রিক রাজনৈতিক দল। বিএনপি ১৯৭৮ সালের ১লা সেপ্টেম্বর প্রতিষ্ঠার পর জনপ্রিয় দল হিসেবে গত ৩৯ বছরে দেশের জনগনের সমর্থন নিয়ে পাঁচবার রাষ্ট্রীয় ক্ষমতায় আসীন হয়েছে। বিএনপি তো দেশে কোনো নিষিদ্ধ সংগঠন নয় যে বিএনপি করা অপরাধ হবে? এ ছিল শুধু এক কারাবাসী যুবক ও তার পরিবারের উৎকন্ঠা, শঙ্কিত ও ভয়াবহ অনুভূতি, আকুতি ও অবস্থান। তারপরও যুবকের ৮০ বছর বয়সের বৃদ্ধ মাতা বলেছেন, যে দেশের সাবেক প্রধানমন্ত্রী ও বৃহৎ জনপ্রিয় রাজনৈতিক দল বিএনপির চেয়ারপার্সন বেগম খালেদা জিয়া মিথ্যা মামলায় সাজানো রায়ে কারাগারে, সেখানে আমার নিরাপরাধ ছেলের কারাবাস নিয়ে আমি চিন্তিত নই।এত কিছু পরও আমরা চাই দেশে গণতন্ত্র ও মানুষের ভোটাধিকার ফিরে আসুক। গত তিন বছরে বিএনপির বিরুদ্ধে মামলা হয়েছে ৭৮ হাজারের বেশি, আর তাতে আসামী করা হয়েছে ১৮ লক্ষ নেতা কর্মীকে। গত ৯ বছরে বিএনপির ১২ হাজার ৮৫০ জনের বেশি নেতা-কর্মী রাজনৈতিক হত্যাকাণ্ডের শিকার এবং ৩০০ নেতাকর্মী গুম হয়ে এখনো ফিরে আসেনি।

বর্তমান অবৈধ সরকারের আমলে যারা গুম-খুন, হামলা-মামলা, গ্রেপ্তার হয়ে কারাগারে যাচ্ছেন তাদের পরিবার তাহলে কতটা ভীত, আতংকিত পরিস্থিতির মধ্যে আছেন একবার চিন্তা করুন। ২০০৭ সালের এক এগারোর সেনা সমর্থিত কথিত তত্ত্বাবধায়ক সরকারের সময় থেকে জিয়া পরিবার ও বাংলাদেশ জাতীয়তাবাদী দল-বিএনপিকে ধ্বংস এবং রাজনীতি ও নির্বাচন থেকে দুরে রাখার জন্য সুপরিকল্পিতভাবে ষড়যন্ত্র শুরু হয়েছে। সেনা-সমর্থিত তত্ত্বাবধায়ক সরকার দেশে-বিদেশে জিয়া পরিবার ও বিএনপির ভাবমূর্তি নষ্ট করার জন্য সাবেক প্রধানমন্ত্রী ও বিএনপির চেয়ারপার্সন বেগম খালেদা জিয়া ও বিএনপির ভারপ্রাপ্ত চেয়ারপার্সন তারেক রহমানকে টার্গেট করে দুর্নীতি ও বিদেশে অর্থ পাচারসহ বিভিন্ন কল্পকাহিনী তৈরির মাধ্যমে তাঁদের গ্রেপ্তার করিয়ে শারীরিকও মানসিক ভাবে নির্যাতন এবং  তাঁদের চরিত্র হনন করেন। তার ধারাবাহিকতায় ভোটারবিহীন অবৈধ সরকার ও তার দোসররা জিয়া পরিবার ও বিএনপিকে জনগণের কাছে হেয় প্রতিপন্ন ও ধ্বংস করার জন্য বিএনপির চেয়ারপার্সন খালেদা জিয়া ও সিনিয়র ভাইস চেয়ারম্যান তারেক রহমানের বিরুদ্ধে রীতিমতযুদ্ধ ঘোষণা করেছেন। তারেক রহমানের বিরুদ্ধ একশ্রেণীর পত্রিকায় মিথ্যা ও বানোয়াট খবর  রীতিমতো উৎপাদন করা ও ছাপা হচ্ছে। ক্ষমতাসীন অবৈধসরকার ও সরকারি দল দেশে আগে উন্নয়ন ও পরে গণতন্ত্র তত্ত্ব চালু করে রাষ্ট্র শাসনের নামে জনগণের সংবিধান স্বীকৃত মৌলিক গণতান্ত্রিক অধিকার খর্ব করছে। রাজনৈতিক প্রতিপক্ষ তথা বিএনপিকে রাজনৈতিক ভাবে মোকাবিলা না করে সরকার মামলা-হামলা ও গুম-খুনের পথ বেছে নিয়েছে। বেগম খালেদা জিয়া ও তারেক রহমানকে হয়রানি করতে বানোয়াট মামলা দেয়া হয়েছে। অন্যদিকে বিএনপিকে কোনো রাজনৈতিক কর্মসূচি পালন করতে দেয়া হচ্ছে না।পুলিশ লেলিয়ে দিয়ে বিরোধী দলের নেতাকর্মিদের চার দেয়ালের মধ্যে অবরুদ্ধ করে রেখেছে। শোনা যাচ্ছে বিএনপির নেতাকর্মিদের ওপর যেকোনো সময় ক্র্যাকডাউন চালানো হতে পারে। তাদেরকে ক্রসফায়ার, মামলা ও ভয়ভীতি দেখিয়ে বিএনপি ছাড়াতে বাধ্য করার চক্রান্তও করা হতে পারে। গত ১৬ই মার্চ ওবায়দুল কাদেরের বিএনপির হাজার হাজার লোক আওয়ামী লীগে যোগ দেবে এবং নির্বাচনে তাদের বিজয় আনুষ্ঠানিকতা এই বক্তব্যে তা স্পষ্ট হয়।

বিএনপির চেয়ারপার্সন বেগম খালেদা জিয়াকে তথাকথিত মিথ্যা দুর্নীতি মামলার সাজানো রায়ে ৫ বছরের জেল এবং দুই কোটি টাকা জরিমানা করে কারাগারে রাখা হয়েছে। বিএনপি ছাড়াও দেশের সাধারণ জনগণ, অরাজনৈতিক নাগরিকসমাজ, জাতিসংঘ, ইউরোপীয় ইউনিয়ন এবং যুক্তরাষ্ট্রসহ প্রভাবশালীরাষ্ট্র এ বিচারের বিশ্বাসযোগ্যতা ও ন্যায্যতা নিয়ে প্রশ্ন তুলেছে এবং বেগম জিয়া ন্যায় বিচার থেকে বঞ্চিত হয়েছে বলে বিশ্বাস করে। বেগম জিয়াকে রাজনীতিও নির্বাচন থেকে দুরে রাখার জন্য বর্তমান অবৈধ সরকার পরিকল্পিত ভাবে এটা করেছে। সরকার মনে করেছিল দলের চেয়ারপার্সনকে কারাগারে নিলে তার মুক্তির জন্য বিএনপির নেতাকর্মীরা জ্বালাও, পোড়াও এবং ধ্বংসাত্মক আন্দোলন করবে এবং দলের ঐক্য বিনষ্ট হবে। বিএনপি চেয়ারপার্সনের নির্দেশমত বিএনপি দলীয় নেতাকর্মিসহ বিভিন্ন পেশার মানুষকে নিয়ে ক্ষমতাসীনদের বৈরী আচরণ সত্ত্বেও ঐক্যবদ্ধ ভাবে নিয়মতান্ত্রিক ও শান্তিপূর্ণ আন্দোলন করছে।বর্তমান অবৈধ সরকার ও সরকারি দল শত চেষ্টা করেও বিএনপিতে ভাঙন ধরাতে পারেনি।  বিএনপি এখন সারা দেশ অনেক বেশি সুসংগঠিত ও ঐক্যবদ্ধ। অবৈধ সরকারের চক্রান্ত সফল হয়নি। পক্ষান্তরে, কারাবন্দি বেগম জিয়া আগের চেয়ে এখন আরও বেশি জনপ্রিয় ও শক্তিশালী। ৮ই ফেব্রুয়ারি মিথ্যামামলার সাজানো রায়ের পর বেগম জিয়া দেশনেত্রী থেকে দেশমাতাতে পরিণত হয়েছেন। তিনি দেশের সাবেক স্বাধীনতার ঘোষক ও রণাঙ্গনের যোদ্ধা এবং শহীদ রাষ্ট্রপতি জিয়াউর রহমানের সহধর্মিনী । দেশের জনগণের প্রত্যয়দৃপ্ত  বিশ্বাস তিনি জিয়ার আদর্শ স্বাধীনতা, দেশের সার্বভৌমত্ব ও গণতন্ত্রের প্রতীক। শত বাধা-বিপত্তি, জেল-জুলুম, নিপীড়ন ও নির্যাতনের মধ্যে থেকেও তিনি যেটা অন্যায় মনে করেন তার বিরুদ্ধে শেষ পর্যন্ত লড়াই করে যাবেন। তিনি কখনও অন্যায়ের সাথে অাপস করেননি এবং করবেনও না-এটা মানুষের বিশ্বাস। দেশের মানুষের মনেপ্রাণে এটাও বিশ্বাস যে বিএনপির চেয়ারপার্সন দেশমাতা বেগম জিয়া বাংলাদেশী জাতীয়তাবাদী আদর্শকে সমুন্নত রাখবেন । মানষের ভোটাধিকার ও গনতন্ত্র পুনঃপ্রতিষ্ঠার আন্দোলন জয়ী হবে।

Is Bangladesh becoming an autocracy?

Germany's public international broadcaster Deutsche Welle-DW published a report on Bangladesh’s current political situation. The report especially highlighted the Bertelsmann Foundation’s report that Bangladesh is currently a autocracy. The highlight of the report is given below -   


A study by the Bertelsmann Foundation has found that Bangladesh is currently an autocracy. The ruling party rejected the findings, although experts say one-party rule and political instability are major issues.

Germany's Bertelsmann Foundation published its "Transformation Index 2018 (BTI)" on Thursday and 58 out of 129 developing nations have been rated as autocracies. Bangladesh, Lebanon, Mozambique, Nicaragua and Uganda are considered by Bertelsmann to be "new" autocracies.

"Due to the worsened quality of elections, the formerly fifth largest democracy is classified as an autocracy again," the report said about Bangladesh.

"These developments are worrying for citizens because corruption, social exclusion and barriers to fair economic competition continue to be more prevalent in autocracies."

The BTI has measured quality of democracy, market economy and governance in 129 developing and transformation countries since 2006.

Bangladesh's ruling Awami League Party has rejected the study as baseless. However, the main opposition party, the Bangladesh Nationalist Party (BNP), claimed that the report reflects the true nature of Bangladesh's current political climate.

Robert Schwarz, a project manager for the BTI at the Bertelsmann Foundation recommended that Bangladeshi politicians read the report before commenting on its findings.

"The authors of the Bangladesh Report highlighted that both the government and the opposition have contributed to the incremental deteriorations in some democracy indicators," he told DW.

Schwarz added that the report highlights positive developments in the economic realm in terms of economic output, macroeconomic stability, market-based competition and private enterprise. It also includes negative developments in the political realm such as free and fair elections, the separation of powers and the independence of the judiciary.

The BTI's findings correspond with consensus from experts that democracy in Bangladesh is declining. Driving this is the lack of political plurality and the personal rivalry between Prime Minister Sheikh Hasina and opposition leader Khaleda Zia.

Michael Kugelman, a South Asia expert at the Washington-based Woodrow Wilson Center, told DW that that Bangladesh is moving quickly in the direction of becoming an autocracy.

"The ruling party has cracked down relentlessly and repeatedly, and often violently, on the political opposition. This is a country on a dangerous path to becoming a one-party state, unless it manages to change course," he said.

Main opposition leader behind bars

Bangladesh's current opposition leader of the country, Khaleda Zia of the BNP, was imprisoned in February on a corruption case filed a decade ago when the country was ruled by a military-backed caretaker government.

A special court in the capital Dhaka sentenced her to five years in jail for misappropriating funds meant for orphans.

The 72-year-old politician's imprisonment has been called politically motivated and a ploy to keep her behind bars during the upcoming national elections scheduled for December 2018.

"Given the history of enmity between Zia and the Awami League, and given the government's relentless efforts to sideline the opposition, I'd certainly assume these legal moves are politically motivated," said Kugelman.

Political uncertainty grows

The BNP boycotted the elections (2014), demanding they be conducted under a neutral caretaker government – a usual practice in Bangladesh since 1991. The system was abandoned in 2010, despite protest from the opposition party and civil society.

The BNP gradually became weaker and most of its top leaders have been facing accusations of violence and sedition. Thousands of its party members have been jailed, killed or abducted, according to international human rights organizations. Attacks on atheist bloggers, foreigners as well as religious minorities are also rising in Bangladesh.

Will there be an inclusive election?

The BNP has threatened to boycott the upcoming general elections if Zia remains behind bars. The ruling Awami League party has shown no interest in compromise to include the opposition party in the elections.

The BTI also indicated that the ruling government in Bangladesh needs to engage in a dialogue with the main opposition party in the coming months in order to hold an inclusive national election.

Builders scale down work, spending on Padma Bridge

The project-execution agency seeks a pared-down Tk 43.95-billion fund from the government in the upcoming budget for the Padma Multipurpose Bridge as construction work decelerated, sources said.

At the present rate of going -- reportedly slowed by riverbed adversities -- the builders could miss the December 2018 construction deadline, they presumed.

Officials said Wednesday the Bridges Division sought the lower amount of annual allocation from the aggregate fund due to slow progress in the construction works.

Insiders said if the Division could spend the entire Tk 43.95 billion it has sought in the next financial year (FY) 2018-19 budget, some Tk 57.82 billion will remain unspent from the total Tk 287.93-billion cost of the 6.15km bridge.

And the amount sought in the upcoming budget is Tk 5.08 billion lower than Tk 47.03-billion outlay for the bridge in the current (FY2017-18) revised Annual Development Programme (RADP).

The project tenure for building Bangladesh's largest 6.15-kilometre dream-bridge is due to be over by this coming December probably before completion of the works.

Project-insiders said since the builders are likely to trail behind the schedule for building the bridge, the Bangladesh Bridge Authority (BBA) under the Bridges Division has sought the lower funds in the upcoming development budget.

A Planning Commission (PC) official said if the BBA wants to complete the bridge within its tenure, until December, it would have to spend Tk 90.61 billion in the first half of the next fiscal year (FY2019).

"There are some troubles they have been facing over the last few months on some piling sites in the Padma River. We will not require entire money from the remaining funds of the total project cost in the next fiscal as we will fall short of target from the earmarked project work in this year. So, we have sought the lower funds in the upcoming ADP," said a senior Bridge Division official.

The project-insiders said the BBA is facing difficulties in its test piling at nearly half of the piers out of total 42 in the might river as it is not getting hard soil on the riverbed and in the depth of the riverbed.

The PC official said they recently received the lower fund requirements from the Bridge Division for the ongoing Padma Bridge project in the under-preparation ADP. "We are scrutinising the requirements before finalisation of the ADP."

The fund demand is likely to be reflected in the upcoming ADP, likely to be finalised by June this year, he said.

Earlier, the government had allocated Tk 60.26 billion from its own resources for completing the target works of the Tk287.93 billion Padma Bridge in the current (FY2018) ADP.

Later, the BBA sought a lower volume of fund of Tk 47.03 billion in the revised ADP from its original allocation of Tk 60.26 billion in the ADP.

The government had taken the Padma Multipurpose Bridge Construction Project as a top-priority one to complete it before the national elections in December this year.

"The government is trying to build the Padma Bridge. In the last FY2016 the Division performed better as it sought higher funds in the revised ADP. But the lower fund requirement in the subsequent two fiscals is likely to delay the construction further," said the PC official.

The PC has already started work to prepare the ADP for the next FY2019 to streamline the execution of the development projects.

The BBA, the project-executing agency, had spent 48 per cent until February this FY2018 from its total Tk 287.93 billion worth of allocation for constructing the Padma Bridge, officials said.

The government appointed a Chinese company -- China Major Bridge Engineering -- for constructing Bangladesh's largest bridge that had suffered some start-up troubles for World Bank somersault.

The government also hired another Chinese company, Sinohydro, last year for the river-training works under the Padma Bridge project.

Besides, the government appointed Bangladeshi firm Abdul Monem Ltd and its joint-venture Malaysian company for building the approach roads on both sides of the Padma Bridge.

After a rough ride over a bumpy road since approval of the Tk 205.07 billion Padma Bridge project in 2009, it is now set to build the largest bridge of the country at Mawa-Janjira point.

The government claims the Padma bridge, when commissioned, will boost the country's GDP by as much as 1.2 per cent.

The Dhaka University campus has become a sanctuary for culprits as the number of crimes such as sexual harassment, extortion and muscle-flexing by the ruling Awmi League’s student wing Chhatra League has increased alarmingly in recent times, creating panic among general students.

Teachers and former student leaders blamed absence of students’ union for the present situation where, they said, the culprits go unpunished turning the campus into a sanctuary for criminals. 

Dhaka University proctor Golam Rabbani said that they were trying to control the situation by punishing the culprits through hall administrations and other administrative bodies.

He said that it was almost impossible to always control the campus situation as a huge number of outsiders came to the university.

In the latest incident, followers of Bijoy Ekattor Hall unit Chhatra League president Fakir Rasel beat up two students over their alleged involvement with the rival group and nonparticipation in party programmes.

The victims – second years students Belayet Hossain Rocky of Islamic history and culture and Foysal Uddin of Urdu department – said that hall unit Chhatra League office secretary Mazharul Islam, Shamser Tabrij, Ariful Islam and Sheikh Arefin Imroj beat them with roads, hockey sticks in presence of Fakir Rasel at his room on March 23.

They also took away their wrist watch and mobile phone. 

Later the two were rushed to Dhaka Medical College Hospital.

Denying the allegation, Fakir Rasel said that he had no idea of the incident and organisational steps would be taken, if any of his followers found guilty. 

On February 6, Chhatra League activists of Salimullah Muslim Hall beat up disaster management and science second year student Ehsan Rafiq causing and damage to the right eye allegedly for seeking back his calculator. The incident sparked protests on social media platforms. 

On March 8, Fazlul Huq Muslim Hall unit Chhatra League allegedly beat up oceanography first year student Kawsar Ali for writing his demand for legal seat on the dormitory’s wall. Kawser was admitted to Dhaka Medical College Hospital.

On March 9, Dr Muhammad Shahidullah Hall unit Chhatra League activists allegedly threw out 10 honours second year students

from the dormitory for not participating in March 7 programme at Suhrawardy Udyan.

On March 15, a marketing department honours final year female student was allegedly harassed by a group of youths in front of Udayan High School.

The victim also lodged a complaint with the university proctor’s office but no action was seen to be taken against the perpetrators.

On October 11, 2017, population science honours final year student Omar Faruq was stabbed by Chhatra League leader Abu Jubair Talha at Salimullah Muslim Hall cafeteria following an altercation.

Later the university authority cancelled certificate of Abu Jubair Talha. Taking the advantage, SM Hall Chhatra League general secretary Mehedi Hasan Taposh took away Abu Jubair’s motorcycle, laptop and other valuables.

Later, Abu Jubair filed a case with Dhaka Chief Metropolitan Magistrate’s Court. 

Dhaka University vice-chancellor Akhtaruzzaman said that there was no space for culprits on the campus and they already punished several perpetrators and would take stern action in future as well. 

Professor emeritus Serajul Islam Choudhury said that Chhatra League leaders and activists were showing audacity to do whatever they wanted as the ruling Awami League patronised them.

He said that there was no democratic environment of education in absence of active student union in the university which also encouraged Chhatra League members as they had no accountability.

The prolific professor also said that if the student union was active students could get the opportunity of upgrading their cultural status engaging in different cultural activities.

Professor Ajoy Roy said that if Awami League failed to control Chhatra League, general students with the assistance of other progressive student organisations should resist the rowdy Chhatra League members at all educational institutes across the country wherever they wanted to establish reign of fear.

Former Dhaka University Central Students Union general secretary Mushtuq Husain said the student union had been remained ineffective for several 

years leading political imbalance on the campus and Chhatra League leaders anc activists were taking the advantage.

He further said that the one-party show of Chhatra League and their rowdy activities would not stop without any democratic environment of student politics.
