Cops lay down control plan to keep BNP at bay

Law enforcers have taken a series of measures to prevent BNP supporters from entering the capital so they cannot gather on the streets centring on tomorrow's (Thursday’s) expected verdict in a corruption case against Khaleda Zia.

As part of the move, police have already set up additional checkpoints at all the eight entry points to the capital. Also, law enforcers may cut off the capital from the rest of the country to prevent BNP men from coming to the city, police sources said.

The DMP imposed a ban on procession, effective from 4:00am tomorrow until further notice, said a DMP release yesterday Tuesday), adding it had intelligence about possible subversive activities. 

Most of the 35,000-strong forces of the Dhaka Metropolitan Police will be deployed on the streets. Normally, some 8,000 police members are deployed every day. 

“We will be on the hard line. No one will be allowed to gather or bring out processions on the street,” a deputy commissioner of DMP told The Daily Star.

The ruling Awami League has also announced that its leaders and activists will be on the streets to prevent BNP men from carrying out any attack.

An owner of a private bus service on Dhaka-Satkhira route said police instructed them not to rent out any bus for reserve passengers and take steps so that fewer buses ply tonight.

An official of Shyamoli Paribahan, one of the largest private bus operators, said they would not operate any bus tomorrow, although they did not receive any such instructions.   

The BNP instructed its leaders and activists to stage peaceful demonstrations in their areas, but a large number of them are expected to travel to the capital ahead of the Zia Orphanage Trust graft case verdict.

Khaleda, her son Tarique Rahman, also BNP's second man, and four others are accused of misappropriating money from the Trust. Khaleda denies the charges.

Police said there will be additional checkpoints at all the eight city entry points at Postogola Bridge, Sadarghat, Abdullahpur Bridge, Dhaur Bridge in Ashulia, Babubazar Bridge, Gabtoli, Jatrabari and Sultana Kamal Bridge at Demra.

Each of these points already has one or two checkpoints, they added. 

Ibrahim Khan, deputy commissioner (Lalbagh division) of DMP, said vehicles entering the capital would have to go through security checks so that no one could enter the city with anything that caused destruction.

Residential hotels in the capital have been asked to collect National ID cards and detail information of boarders every day and submit those to detectives.

“We had given a similar instruction about one and a half years ago. Hoteliers are now following it and we have kept them under surveillance,” said Ibrahim.

Over the last few days, law enforcers increased surveillance at Sadarghat Launch Terminal and Kamalapur Railway Station so that no one can carry illegal firearms or explosives. Similar measures have been taken at other important places, bus and launch terminals and rail stations, by setting up CCTV cameras. Additional security measures have been taken to thwart any attack at key point installations.

Yesterday, Inspector General of Police Mohammad Javed Patwary instructed all commissioners, range deputy inspector generals and unit chiefs to remain alert so they could prevent violence and subversive activities in their areas.

Earlier on Thursday, the police headquarters (PHQ) wrote to the district police superintendents and unit chiefs to bring under surveillance the opposition leaders and activists with previous records of involvement in subversive acts.

Md Moniruzzaman, additional deputy inspector general of intelligence and special affairs of the PHQ, said they instructed all police units to take stern actions if anyone tried to damage public properties and put people's lives at risk.

SM Jahangir Alam Sarker, police superintendent of Feni, Khaleda's hometown, said they were prepared to tackle any situation.

Khandaker Enayet Ullah, general secretary of the National Road Transport Owners Association, said 15,000-20,000 transport workers would remain standby at different city terminals tomorrow to resist attack on transport.

At a meeting yesterday, they also decided to operate buses even if anyone called hartal or blockade. Buses would be parked in specific areas under police protection, Enayet added.

Censor the internet? Bad idea.

One of the founding principles of the United States is freedom of expression. As technology has allowed new ways for people to express themselves, protecting that freedom has meant protecting not just what’s in books and newspapers, on radio and television but also what is on the internet.

Because of the First Amendment to the Constitution — which says no law may be passed to abridge freedom of speech — federal, state and local governments are barred from censoring material on the internet.

The Federal Communications Commission (FCC) regulates interstate and international communications by radio, television, wire, satellite and cable. Although the internet doesn’t fall neatly into any of these categories, the FCC has in the past exerted influence on the internet by encouraging deployment of advanced telecommunications capability in the U.S.

Brendan Carr is one of the five commissioners of the FCC. Commissioners are appointed by the president for five-year terms. “Our view, consistent with the First Amendment,” said Carr, “is that getting more information out there is always the best and better course.”

This is a different approach from other countries, where citizens’ access to content is in some cases regulated by government. Some countries suppress graphic content, speech the government determines is hateful and other content deemed offensive. In North Korea, most people are denied access to the global internet altogether.

“It’s very difficult to make subjective judgments about the content of speech,” said Carr. “Oftentimes government actors that would go after so-called hate speech or other types of speech can have a very different view of what that type of speech is than citizens or other governments.”

In the United States, the First Amendment seeks to protect political dissent.

The World Conference of International Telecommunications was convened by the United Nations in Dubai, United Arab Emirates, in 2012 in order to update international telecommunications treaties for the internet era. The U.S. ended up leading a bloc of 80 countries that refused to sign the proposed updates because of disagreements over issues related to internet freedom.

Terry Kramer, a telecommunications executive and professor at the University of California, Los Angeles, led the U.S. delegation at the conference. One proposed update sought to limit spam, says Kramer.

In the U.S. and many other countries, he points out, spam refers to unwanted commercial email. “But in many of the cases where we looked at what other countries were referring to by ‘spam,’” Kramer said, “they were actually referring to people having points of view about governments. All of a sudden you see that censorship is what’s being advocated. I remember a literal chilling feeling.”

Carr thinks protecting political dissent on the internet is ultimately to the benefit of government.

“We have to leave ample room for opposing viewpoints on the internet,” he said. “Our government — and governments around the world — are going to be far more responsive to the views of their citizens if they’re hearing from them. And if the citizens don’t like what the government’s doing, they have every right to make that known.”

Digital Security Act: Editors demand discussions with stakeholders

Urge govt not to finalise it hastily

The Shampadak Parishad has voiced deep concern over the inclusion of the controversial Section-57 of the ICT Act and some strict provisions in the draft of the Digital Security Act 2018.

Terming the draft law a harsher one, the Parishad, an organisation of editors of the country's national dailies, has demanded that the government drop all controversial sections from the draft act.  

The Parishad also demanded that the draft be finalised following discussions among all stakeholders, saying the law should not be enacted hastily.

The nature of crime and the provision of punishment for “digital spying” mentioned in Section-32 of the proposed law will hurt freedom of speech and the fundamental spirit of democracy. It will also create an environment that may stifle press freedom, the organisation said in a press statement yesterday (Tuesday).

The statement was issued after a meeting of the Parishad with its President and Samakal Editor Golam Sarwar in the chair at The Daily Star Centre in the capital.

According to the proposed law, if anyone collects and keeps secret information of any government office in his or her computer or digital and electronic devices, it would be tantamount to digital or computer spying.

And the person will face harsh punishment -- a maximum of 14 years in jail or a fine of up to Tk 25 lakh or both. If that person commits the crime again, he or she will face life imprisonment or a maximum fine of Tk 1 crore or both.

In Section-57 of the ICT Act, four issues -- hurting religious sentiment, damaging the country's image, hampering communal harmony, and causing deterioration of law and order -- were incorporated without any specific explanations, the Parishad pointed out.

Following repeated misuse of the section, journalists and civil society members raised strong demands for repealing the law, it said.

In the name of revising the law, those four issues were put in separate sections of the proposed law with separate provisions of punishment, mentioned the statement.

The law minister had assured that sections 54, 55, 56, 57 and 66 of the ICT Act will be revoked through the enactment of the digital security law. But the controversial elements of Section-57 were tactfully included in sections 25, 28, 29 and 31 of the proposed digital security act, it added.

DRIVE AHEAD OF KHALEDA VERDICT - 750 held as arrests on

BNP accuses police of ‘atrocities’ at their homes, abuse of families

‘Targeted’ arrests of opposition Bangladesh Nationalist Party leaders and activists across the country continued on Tuesday ahead of the verdict in a corruption case against BNP chairperson Khaleda Zia scheduled for Thursday.

According to the police and BNP, at least 750 leaders and activists of different unit of BNP and front organisations were arrested in Dhaka, Jessore, Tangail, Pabna, Feni, Sylhet, Satkhira, Chandpur, Netrokona, Manikganj, Bogra, Sunamganj, Narayanganj, Brammanbaria, Munshiganj, Madaripur, Bagerhat, Moulvibazar, Rangamati, Chittagong, Mymensingh, Narsingdi and Lakshmipur on Tuesday.

BNP leaders said that police carried out raids on the houses of the political activists, ransacked the houses at places and arrested family members failing to capture the person they looked for. 

The police headquarters deputy inspector general Mahbubur Rahman declined to comment.

About the alleged atrocities, police headquarters’ assistant inspector general (media and public relations) Seheli Ferdous said that the operational units could say how they were conducting operations but they did not have the figure of held BNP leaders and activists.

Rapid Action Battalion spokesperson Mufti Mahmud Khan said that they deployed their personnel and actions were being taken against anyone trying to disturb law and order.

Dhaka Chief Metropolitan Magistrate’s Court sources said that the police produced before the court 268 BNP leaders and activists on Tuesday and 231 on Monday.

‘None of the people arrested in past few weeks in Dhaka granted bail. They were remanded either in jail or police custody for interrogation,’ said a pro-BNP lawyer.

‘It’s targeted but indiscriminate arrest of opposition leaders and activists,’ said senior BNP joint secretary general Ruhul Kabir Rizvi.

Dhaka Metropolitan Police on Tuesday banned any procession or demonstration sitting or standing in roads blocking movement of traffic and pedestrians from 4:00am Thursday.

The metropolitan police also banned carrying cane, stick, sharp weapon and explosive. The bans would continue until further order.

Metropolitan police commissioner Asaduzzaman Mia said that he imposed the bans under the Dhaka Metropolitan Police Ordinance to maintain law and order.

He said that they had information that some individuals or quarters were intended to disrupt public security and public order through anarchy centring the pronouncement of the verdict.

Dhaka Special Judge’s Court 5 is scheduled for Thursday to pronounce verdict in the Zia Orphanage Trust corruption case against Khaleda, her enlist son Tarique Rahman and four others.

A prison directorate official said that nearly 3,000 people landed in jails in the past six days. According to the prison statistics, the number of inmates increased to 75,912 by Tuesday from about 73,000 on January 31.

Rizvi at a press conference on Tuesday alleged that nearly 1,200 BNP leaders and activists were held from different parts of the country in past few days, and police during the arrest ransacked properties of their houses. He said that most BNP leaders and activists were now out of their house and many became almost ‘homeless’. 

In a statement on Tuesday morning, BNP said that its joint secretary general Habib-Un-Nabi Khan Sohel, also the president of Dhaka south city BNP, went missing after he had returned from Sylhet early Tuesday.

In Pabna, the police arrested BNP district unit secretary Habibur Rahman Tota, Sweschasebak Dal president Monwar Hossain Shamim, among others. In Satkhira, the police arrested 71 BNP leaders and activists, including district Jatiyatabadi Chhatra Dal secretary Ahaduzzaman Arzad.

New Age correspondent in Sylhet reported that 21 BNP leaders and activists were arrested at different upazilas in Sunamganj in drives until early Tuesday.

Of them, 4 were arrested at sadar upazila, 3 each at Bishwambharpur, Chhatak, Doarabazar and Jamalganj, 2 each at Jagannathpur and Derai and 1 at Shalla, police officials said. District Juba Dal leaders Hafizul Islam Raju, Oliur Rahman Oli and Sirajul Islam were among the arrested, the police officials said. 

Sunamganj police additional deputy superintendent Md Habibullah said that the arrests were made following an intelligence report that they could run subversive activities.

New Age correspondent in Tangail reported that four BNP members, including Kalihati upazila Swachchhasebak Dal joint convener Luthfor Rahman Lenin, were arrested on Tuesday.

New Age correspondent in Lakshmipur reported that 20 BNP leaders and activists were arrested. The correspondent in Magura reported that the police arrested 13 BNP people in overnight drives.
