Carbon tax may yield Tk 4,300cr a year: PRI

Carbon tax would facilitate reduction in emission of environment-polluting greenhouse gas and allow the state to earn revenue, said the Policy Research Institute (PRI) of Bangladesh yesterday. The research organisation said levying 10 percent carbon tax on the current prices of octane, petrol and diesel would enable the government to earn Tk 4,300 crore in revenue in the first year alone.

The receipts will rise to Tk 4,800 crore in the first year if the tax is slapped on fuel oil and kerosene.

At the same time, 11 lakh tonnes of carbon dioxide (CO2) emission will be reduced.

And the amount of tax receipts will increase to Tk 15,283 crore by 2031 and Tk 24,424 crore by 2041.

Some 67.92 million tonnes of CO2 emission could be reduced by then through the tax.

The prices of goods and services that use gasoline and diesel intensively will rise and output and employment will fall for imposition of the tax.

But the revenue from the carbon tax can be used for investment in clean fuel, clean technology and infrastructure projects and in the process offset the output loss, said Sadiq Ahmed, vice-chairman of the PRI, at a discussion on carbon tax in Bangladesh at its office in Dhaka.

The PRI, the Adam Smith International and the Economic Dialogue on Green Growth jointly organised the event.

The impact of price increase on low-income people will be less, Ahmed said while presenting a paper on carbon tax for Bangladesh, authored by him and PRI Director Bazlul Haque Khondker.

It would be higher on high-income people, he said, adding that the increase in the cost of living for the poor could be offset through increased investment in health, education and social protection.

“We primarily suggest withdrawal of subsidy on fuel to discourage its consumption to reduce emission. Then, we recommend levying excise tax on top of the prices,” Ahmed said.

The PRI has come up with the recommendation at a time when CO2 emission is growing 9 percent yearly owing to rapid urbanisation and industrialisation, which increases the use of electricity and transport.

From a global perspective, Bangladesh's contribution to greenhouse gas is 0.2 percent.

However, the country's increasing growth rate will push up the demand for power and transport, and this will lead to a spiral in CO2 emission to upwards of 10 percent.

Power, industry and transport together contribute 76 percent of the CO2 emission in Bangladesh. Power generation is the lead polluter at 44 percent, followed by industries at 18 percent and transport at 14 percent, according to the PRI.

“Fossil fuel is the culprit. That explains why Bangladesh has to go big on renewable energy,” said Zaidi Sattar, chairman of the PRI.

“Business as usual is no longer an option. We have to act, and act now to leave the future generation with a land that is green,” he added.

The PRI said globally the share of fossil fuel in power generation is declining while the share of renewable energy is increasing.

In Bangladesh, the share of renewables has fallen to 1.6 percent in 2017 from 9.8 percent in 1990, according to Ahmed.

“Contrary to global trend, much of the power production in Bangladesh is shifted to carbon-polluting fossil fuel.”

The government has set a target to generate 10 percent of electricity from renewable sources by 2020, but at the same time it subsidises fossil fuel, he said.

In countries that have moved ahead successfully with renewable energy, the use of fossil fuel has been taxed there considerably to discourage its use, Ahmed said, adding that a number of countries have slapped carbon tax to reduce consumption.

The government should have a clear policy on energy, said M Ismail Hossain, chairman of the department of economics of North South University.

“Carbon tax is a well-established practice to discourage something that is socially undesirable,” said Ahsan H Mansur, executive director of the PRI.

The revenue from the carbon tax could be used for road development to facilitate faster transport. It will reduce cost, time and emission, he said. Mashiur Rahman, economic affairs adviser to the Prime Minister, echoed the same.

This is high time for levying such tax, said Selim Raihan, executive director of the South Asia Network on Economic Modelling. “But, we should also note that Bangladesh is also a victim of actions taken by other countries.”

Stop the illegal tree felling!

Forests endangered by loggers



In remote Diri Mro Para in Bandarban's Alikadam, a group has been cutting down trees illegally from a Village Common Forest (VCF), causing a serious water crisis for ethnic communities who depend on VCFs to conserve their water sources. The indiscriminate felling of trees also threatens the livelihood of locals, who fear they might have to leave their ancestral homes if the logging continues as that will leave them with no means to survive. 

They alleged that a couple of influential people managed to get local administration and forest officials to look the other way as their men felled trees illegally from the VCFs. When contacted, these men, however, claimed to have bought the trees from Diri Mro Para's village chief who dismissed the claim as false. Unfortunately, this has become a recurring problem across the Hill Tracts, as evidenced by media reports.

In the meanwhile, villagers who protested the illegal cutting down of trees were threatened with death by the loggers. What we would like to ask is, why haven't any action been taken against those responsible for the illegal tree felling and making death threats to those protesting the crime? Deforestation was already a problem in the area, which is why headman of each Mouza were instructed to conserve VCF forests by the government in the first place. Amidst the already severe deforestation crisis, the felling of trees by this criminal gang not only threatens nearby communities but the environment also. So why are the authorities responsible for protecting the environment not at all bothered?

Those tasked with conserving the environment must do better. We call on the authorities to immediately investigate the matter and bring an end to the illegal tree felling.

BNP focuses on polls, unity

Rolls out 12-point goal to be 'fulfilled' if voted to power, places 7-point demand, announces 2-day agitation



Urging party men to prepare for both the election and movement, the BNP yesterday unveiled a 12-point goal and promised to accomplish those if voted to power through the upcoming parliamentary polls.

From a rally in the capital, the party also presented a seven-point demand, including unconditional release of Khaleda Zia, saying these would be the basis of forging a “greater unity” among political parties.

Announcing the next course of action to press for the demands, the BNP said it will stage rallies and submit memorandums to the deputy commissioners and divisional commissioners in district and divisional headquarters on October 3 and 4 respectively.


It also explained what it will do if it takes office, after remaining out of parliament since 2014, when it boycotted the 10th parliamentary polls. 

The party's 12-goal includes establishing good governance, rule of law, and checks and balances, modernising armed forces, and freeing the Anti-Corruption Commission of political influence and making it effective. 

“We will fulfil the promises if we go to power,” BNP Secretary General Mirza Fakhrul Islam Alamgir said in his address at the rally, held at Suhrawardy Udyan.

Addressing the party activists and supporters, senior BNP leaders said people from all walks of life should be united to oust the “fascist” government because a conspiracy is on to hold another “farcical” election like that of January 5, 2014.

“Our movement will continue till our demands are met,” said Mirza Fakhrul, who read out the demands and goals.

The demands also include dissolution of parliament ahead of the polls, resignation of the government and formation of a non-party polls-time administration based on talks with all political parties.


“People from all walks of life and of different opinions should forge unity against the government,” Fakhrul added.

The party has been trying for a “greater national unity” to mount pressure on the government to hold a free and fair election.

Earlier, Dr Kamal Hossain's Jatiya Oikya Prokriya and Badruddoza Chowdhury's Juktofront pledged to work together. On September 22, senior BNP leaders shared a stage with the two veteran leaders and representatives of some smaller parties.   

At yesterday's gathering, Mirza Abbas, a standing committee member, said, “The government is trying to foil the unity process. If it [the process] succeeds, it will be good, but if fails, we have to continue our movement.”

The rally kicked off around 2:00pm in the presence of thousands of supporters and activists -- calling for the release of Khaleda, return of party's acting chairman Tarique Rahman and election under a non-partisan interim government.

An empty chair was kept at the centre stage, symbolising the absence of the BNP chairperson, who is now behind bars after conviction in a corruption case.

As the main speaker, party's standing committee member Khandakar Mosharraf Hossain urged government officials to carry out their duties independently and not to follow “illegal orders” of the “illegal Awami League” government.

“Please stand beside the people. There is nothing to fear as we do not believe in the politics of vengeance,” he said.

The BNP leader said there would be no election without Khaleda and people will not accept any such election, he said.

Speaking at the rally, BNP standing committee member Moudud Ahmed alleged that the government is ruining the election atmosphere fearing debacle in the upcoming polls. “Everyone has to be aware of the government attempt to foil the election.”

Countering some AL leaders' statement that they will resist BNP on the streets, Moudud said, “We will also resist. This time we will not leave the ground.”

He said they tried to have Khaleda released through legal battles but failed, as the government interfered in the lower court. “So there is only way to get Khaleda Zia released and that's taking to the streets.”

The former law minister also said if his party wins the polls, Digital Security Act will be scrapped within a week.

The law, dubbed draconian by democratic forces of the country, is “contradictory” to the constitution, Moudud said, adding that it is “a severe blow to press freedom”.

“Police have been given the power to arrest people without warrants under this law -- which is unprecedented,” he said. “The law has been enacted to cover up the misdeeds of the ruling party.”

Jamiruddin Sircar, another standing committee member, said, “The ongoing movement will stop only when the government will step down.”

Senior BNP leader Abdul Moyeen Khan said, “The government has turned into an autocratic regime and none of the autocratic regimes across the world stayed in office forever. All the democratic forces should be united to corner the Awami League.”

Nazrul Islam Khan, another central leader, underscored the need for a “greater unity” to free Khaleda and force the government to hold the upcoming national election under an impartial election-time administration.

“We can't have our demands met if we fail to form a greater national unity.”

In November last year, the party held a public rally in Suhrawardy Udyan where Khaleda Zia was present.

BNP leaders alleged that a number of party men were arrested from the meeting venue and many party leaders and activists were barred from arriving at the venue.

THE GOALS

If elected, the BNP said, it will not allow any terrorist group to use the territory of Bangladesh to carry out criminal activities targeting any other country.

Its other goals are appointment of judges in a transparent way and independence of judiciary; freedom of media; security and fundamental rights of citizens; maintaining the policy of “friends to all, malice to none” in maintaining relations with foreign countries,  and ensuring better living standards of low-income people; national consensus ending politics of vengeance.

DEMANDS 

The party will press for army deployment with magistracy power at all polling centres during the upcoming national polls; presence of local and international observers during elections, and reconstitution of Election Commission and discarding any plan to use EVM.    

Besides, it wants release of opposition leaders, scrapping of their punishment and withdrawal of false cases lodged against them; end to filing political cases and implicating opposition party men in new cases from the first day of announcement of the election schedule; stopping arrest of opposition men in old cases; withdrawal of cases against quota and safe road protesters and journalists who took to the streets.

Six killed in 'shootouts' in a single day

Six alleged criminals including two suspected drug dealers were killed in separate “gunfights” in three districts early yesterday. A “drug dealer” was killed in Narayanganj, two alleged criminals – “a drug trader and a robber” -- were killed in Cox's Bazar in “gunfights” with police, while three suspected robbers were killed in infighting in Bandarban, law enforcers claimed.

At least 413 people have been killed in custody, shooting and incidents of shootouts involving law enforcers in the last nine months, according to rights body Ain o Salish Kendra (ASK).

Narayanganj police claimed that Ali Nur, 50, an accused in at least 20 cases and a listed top drug dealer, was killed in a “shootout” with the law enforcers in Sonargaon upazila.

Morshed Alam, officer-in-charge of Sonargaon police, said the “shootout” took place when a patrol team raided Chilarbagh area.

The drug peddlers opened fire on police, who retaliated, resulting in a “gunfight”, in which Nur was injured.

He was taken to a local hospital where doctors declared him dead. Police claimed to have recovered 300 yaba pills, a gun and 1.5kg of cannabis from the spot.

The death came days after Narayanganj police put a bounty of Tk 10,000 for information leading to his arrest.

Another alleged drug peddler, Imran alias Putia Mistri, 35, was killed in a “shootout” with police in Cox's Bazar's Teknaf upazila around 5:00am yesterday.

Ranajit Kumar Barua, officer-in-charge of Teknaf police, said they arrested Imran on Saturday night and took him to Dargahpara graveyard area to recover stashed yaba pills.

Sensing the presence of police, his cohorts opened fire on them, prompting them to retaliate, he said, adding that Ranajit was hit and he died on the spot.

Police claimed to have recovered three firearms, five bullets and 7,000 yaba pills from the spot.

With these, at least 238 suspected drug dealers have been killed since the nationwide anti-narcotics drive began on May 4. Most of them were killed in so-called shootouts involving police and Rab.

In Maheshkhali upazila of the district, suspected robber Mohammad Karim, 32, was killed in a so-called gunfight with police.

Pradip Kumar Das, officer-in-charge of Maheshkhali police, said the gunfight took place in Shapladeba village when robbers opened fire on law enforcers.

Bullet-hit Karim was rushed to Maheshkhali Upazila Health Complex where he was declared dead. Police claimed to have recovered eight locally made guns and 20 bullets from the spot.

In Bandarban, three alleged robbers were killed in what police claimed was a gunfight between two gangs in Baisharia area.

The deceased were identified as Anwar Hossain alias Anaiya, 28, Hamidur Rahman, 25, and Parvez Hossain Bappi, 26.

Zaker Hossain Majumadar, superintendent of Bandarban police, said a team of law enforcers rushed to the spot after hearing gunshots and recovered the bodies.

Four homemade guns and eight bullets were also found there, he claimed.

The deceased were accused in cases filed for robbery, murder, and abduction, the SP said.

ASK REPORT

Of the 413 people who died in the last nine months while in custody, during “shootings” and “shootouts” involving law enforcers, 260 were killed during the countrywide anti-narcotics drive between May 15 and yesterday, according to a report released by the ASK.

The rights body prepared the report based on reports published in eight newspapers and information collected from its own sources.

Referring to the killings of 260 people during the drive, the rights body said the situation was panicking people.

Cox's Bazar Municipality councillor Akramul Haque was killed in a “gunfight” involving law enforcers on May 26, the report said, adding that his family on May 31 revealed an audio clip creating more controversy about involvement of law enforcers in such killings.

According to allegations raised by family members and witnesses, 21 people were detained by plainclothes men in the last nine months, the report said. Of them, two returned and 10 were later found to be arrested. However, the law-enforcement agencies denied such allegations.

The report further said 62 people died in jail custody during the corresponding time, while 20 people were killed and 2,609 wounded in 194 incidents of political violence.

The ASK said 95 women fell victim to sexual harassment. Of them, four committed suicide and seven people including a woman were killed for protesting harassment.

Besides, 616 women were raped and 54 of them were killed after rape, the report added.

In a recent case of negligence by hospital staff, as reported in this daily last Saturday, a baby's body got severed from its head as nurses and cleaning staff of an upazila health complex were trying to deliver the baby without the presence of a doctor. We are horrified to learn about the incident. And we are rather perplexed at the revelation by the hospital authorities later that the baby had actually died in its mother's womb before the hospital staff attempted the normal delivery. If that was the case, why didn't the doctor, who attended to the patient and performed the ultrasound, reveal it to the patient's family members before the delivery? And even if a normal delivery had to be performed to deliver the baby who was dead, shouldn't it have been done in the presence of a specialised doctor, which is the standard practice?

Words are not enough to describe our frustration over the current state of our healthcare services as we regularly come across news of doctors' negligence, wrong treatment, wrong diagnosis and various types of medical malpractices rampant all across the country. In this particular case, it should be investigated whether the baby was dead before the delivery or if it died due to the medical staff's negligence during the delivery. In addition, the attending doctor should be held responsible for not disclosing the truth to the patient's family in the first place, and also for not being present during the delivery. If we cannot make examples of these doctors and medical staff, such incidents will be repeated, unfortunately.
